Objectives

The primary objective of this tender is to appoint additional contractors to the existing panel of pre-qualified service providers for the supply and construction of structural steel towers and monopoles. The contractors will support Sentech's expansion of its digital infrastructure by erecting steel towers/monopoles ranging from 20m to 60m in height across various sites in South Africa. The appointment aims to establish a panel from which Sentech can source qualified contractors on an 'as required' basis for design, fabrication, delivery, erection, and certification of towers/monopoles, ensuring efficient expansion of broadcasting and digital content delivery infrastructure.

Scope

The scope includes:

• Supply and construction of stayed/freestanding structural steel towers/monopoles at various telecommunication sites.
• Design (by Sentech-appointed engineer or mast manufacturer), fabrication, delivery, assembly, erection, and certification of towers/monopoles.
• Design and construction of reinforced concrete foundations, including soil investigation and foundation design.
• Installation of associated accessories such as grounding, cable ladders, electrical systems, and safety features.
• Provision of documentation including design drawings, method statements, Gantt charts, and compliance certificates.
• Adherence to technical standards, safety regulations, and environmental requirements.

Technical Requirements

The technical scope encompasses:

• Design of self-supporting lattice towers and monopoles in accordance with applicable standards and site-specific data.
• Fabrication of steel structures with bolt and nut connections, galvanizing, and protective coatings, including repair of galvanizing if damaged.
• Assembly and erection of towers/monopoles with safety measures such as aviation warning lights and grounding systems.
• Design and construction of reinforced concrete foundations capable of supporting the towers, with soil testing and geotechnical analysis.
• Installation of sub-surface cable ducts and earthing systems compliant with safety and electrical standards.
• Preparation of detailed design drawings, method statements, and installation programs.
• Compliance with relevant codes, standards, and safety regulations, including OHS Act and Civil Aviation Authority requirements.

Skills Requirements

The successful contractors must demonstrate:

• Experience in supply, design, fabrication, and erection of steel towers/monopoles, specifically structures between 20m and 60m in height.
• Proven expertise as a Construction Rigger overseeing erection/rigging activities, with qualifications such as Red Seal/SAQA certification and IRATA/SPRAT Level 3 Rope Access Technician certification.
• Experience as a Construction Foreman managing reinforced concrete foundation works, with relevant N6 qualification or equivalent.
• Qualified Safety Officer registered with SACPCMP, with experience in civil or construction projects.
• Ability to prepare and submit comprehensive method statements and project programs, supported by relevant references and past project documentation.
• Capability to manage site safety, environmental compliance, and quality assurance during construction activities.
• Demonstrated capacity to work in remote or challenging site conditions, with high ground clearance access requirements.
