Objectives

The primary objective of this tender is to appoint an accredited service provider to conduct comprehensive training for EWSETA officials. The training aims to enhance understanding of the six elements of Supply Chain Management (SCM), governance obligations, roles, responsibilities of various SCM committees, and to strengthen procurement governance, compliance with legislation, and the effectiveness of officials involved in procurement and bid processes.

Scope

The scope of work includes providing accredited SCM and procurement-related training across several streams:

• SCM Functional Areas Training: Overview of SCM elements and legislative frameworks governing public procurement.
• Bid Committee Training: Focus on governance, roles, responsibilities, and operational effectiveness of Bid Specification, Evaluation, and Adjudication Committees.
• End User / Project Manager Training: Roles and responsibilities of end users and project managers within the SCM process.

The training must be delivered in a structured manner, covering legislative frameworks, governance, roles, responsibilities, and practical implementation. Logistical arrangements for venues and attendance are the responsibility of the service provider. The duration of services is for twelve (12) months, based on the needs that arise within the agreed timeframe.

Technical Requirements

• Provision of accredited and recognized SCM and procurement training.
• Demonstration of experience in providing SCM, Bid Committee, and public procurement training, supported by reference letters not older than five years.
• Facilitator qualifications including relevant degrees or certifications in SCM, Public Procurement, Logistics, or related fields, with certifications not older than six months.
• A clear, practical training methodology that demonstrates understanding of public sector SCM principles, legislative frameworks, and governance requirements.
• Structured training approach including workshops, case studies, group discussions, and practical examples.
• Realistic project timelines covering preparation, delivery, and reporting.

Skills Requirements

• Proven experience in delivering SCM and procurement training, evidenced by reference letters and experience of facilitators (minimum 5 years).
• Qualified facilitators with relevant academic qualifications and professional accreditation in SCM or related fields.
• Ability to develop and implement a structured, practical training methodology tailored to public sector SCM needs.
• Strong logistical and organizational skills to manage training sessions, venues, and participant arrangements.
• Good understanding of legislative frameworks such as the Public Finance Management Act (PFMA), Supply Chain Management Regulations, and related policies.
• Capacity to evaluate and report on training effectiveness and compliance.
