The primary objectives of this training program are to:

  • Enhance understanding of SCM legislation and regulations
  • Improve the functionality and effectiveness of Bid Committees

Scope

The scope of work includes providing accredited and recognized SCM and procurement-related training across four main streams:

  1. SCM Functional Areas Training

    Overview of the six elements of SCM and applicable legislative frameworks, including:

    • Demand Management
    • Acquisition Management
    • Logistics Management
    • Disposal Management
    • Risk Management
    • Performance Management
    • Legislative frameworks such as PFMA, Treasury Regulations, PPPFA, and SCM governance and ethics
  2. Bid Committee Training

    Focus on governance, roles, responsibilities, and operational effectiveness of Bid Committees, covering topics such as:

    • Specification and Terms of Reference development
    • Functionality criteria and evaluation methods
    • Preference point systems
    • Evaluation and adjudication procedures
    • Compliance checks and governance requirements
    • Conflict of interest and ethical conduct management
    • Reporting and irregular expenditure prevention
  3. End User / Project Manager Training

    Focus on roles and responsibilities of end users and project managers, including:

    • Procurement planning and requisition processes
    • Demand management
    • Contract management and supplier performance monitoring
    • Procurement compliance and record keeping
  4. Training Delivery

    The provider must conduct instructor-led sessions, facilitate workshops and case studies, assess learners, provide training materials, attendance registers, certificates, and submit reports. Training will be held physically at a venue arranged by EWSETA.

Technical Requirements

  • Provision of accredited/recognized SCM and procurement training
  • Delivery of training on the six SCM elements and legislative frameworks
  • Specialized Bid Committee training covering governance, roles, and responsibilities
  • End user/project manager training on procurement processes and contract management
  • Use of instructor-led training, practical workshops, case studies, and assessments
  • Provision of training manuals, learner materials, attendance registers, and certificates
  • Submission of training reports post-delivery
  • Training to be conducted physically at a venue communicated by EWSETA

Skills Requirements

  • Demonstrable experience in SCM, Bid Committee, and public procurement training within the public sector
  • Experience of at least 5 years in SCM/public procurement training
  • Qualified facilitators with relevant certifications in Supply Chain Management, Public Procurement, Logistics, Commerce, Finance, or related fields (degree, postgraduate, or NQF Level 8 preferred)
  • Proven ability to develop and deliver practical, structured training methodologies tailored to public sector SCM principles and legislative frameworks
  • Strong facilitation skills, including workshop delivery, case studies, and group discussions
  • Ability to provide credible references demonstrating successful SCM training projects
  • Capacity to produce comprehensive training reports and assessment outcomes
