Objectives

The primary objective of this tender is to appoint an auctioneer responsible for the disposal of redundant vehicles and associated equipment owned by the South African Broadcasting Corporation (SABC). The auctioneer will facilitate the sale of assets such as trucks, bakkies, trailers, panel vans, motorbikes, and generators stored across various SABC offices, on an “as and when” required basis over a period of three years.

Scope

The scope includes:

• Assessment and valuation of assets prior to auction, including providing reserve prices.
• Collection of necessary documents, keys, and condition verification of assets.
• Transportation of assets from SABC premises to the auction site.
• Advertising and marketing of the auction, including approval of advertisement drafts.
• Execution of the auction process, including safeguarding assets, inviting SABC personnel to observe, and managing the auction event.
• Post-auction activities such as deregistration of vehicles, providing proof of deregistration, and depositing proceeds into SABC bank accounts within specified timelines.
• Reporting on auction outcomes within 7 working days.

The initial batch of assets is specified with details such as location, type, VIN, year, condition, and mileage, with further assets to be disposed of as required.

Technical Requirements

• Assessment and valuation of assets before auction.
• Collection of Natis documents, keys, and verification of asset condition.
• Transport assets to the auction site.
• Provide detailed cost breakdowns per asset, including reserve price, final sale price, commission, transport, advertisement, admin, security, insurance, and removal of branding costs.
• Ensure assets are safeguarded at the auction site.
• Invite SABC personnel to observe the auction.
• Administer and control the entire auction process, including marketing and advertising on approved platforms and media.
• Obtain SABC approval for auction advertisements prior to publication.
• Ensure deregistration of vehicles within 30 days post-auction and provide proof of deregistration.
• Deposit proceeds into SABC bank account within 7 days of each auction.

Skills Requirements

• Minimum of 5 years’ experience in selling vehicles through public auctioning, supported by reference letters detailing previous auction events, contract values, and client details.
• Demonstrated expertise as an auctioneer, supported by a comprehensive CV highlighting relevant experience.
• Ability to develop and demonstrate a methodology for executing the auction process, including advertising, security, and insurance arrangements.
• Provision of a company profile demonstrating experience in vehicle auctioning, with evidence of a national footprint.
• Ability to assess and provide reserve prices, manage logistics, and handle legal and administrative procedures related to vehicle deregistration and transfer.
