Objectives

The primary objective of this project is to revitalize the existing Industrial Incubation Hub in Soweto by identifying current challenges and repositioning it as a sustainable, demand-driven, and high-impact facility. The aim is to create a dynamic platform that supports entrepreneurship, innovation, and small enterprise development, especially in high-impact economic sectors. The revitalization will focus on lessons in governance, funding, sector focus, and innovation programming, with the ultimate goal of transforming the hub into a high-performing, future-ready facility that accelerates business growth, enhances job creation, and contributes to local economic development.

Scope

The scope of work includes:

• Developing a feasible approach/methodology for the business case and concept plan aligned with the City’s objectives.
• Detailing work plans, timelines, project deliverables, and risk mitigation measures.
• Understanding entrepreneurial activities across legal/illegal, formal/informal sectors, including current and future needs.
• Designing a community participation program to ensure stakeholder input, with mechanisms for proactive and equitable public engagement.
• Consulting with city departments, government agencies, and external stakeholders such as community groups and educational institutions.
• Identifying potential partnerships and opportunities for local tertiary institutions and TVET colleges.
• Outlining detailed infrastructure considerations, surrounding uses, and stakeholder engagement strategies.

Technical Requirements

The technical requirements for the service provider include:

• Presentation of a clear methodology and work plan, including stakeholder engagement approaches.
• Preparation of detailed work plans, timelines, and risk mitigation strategies.
• Inclusion of stakeholder socioeconomic profiles and engagement summaries.
• Development of a comprehensive concept plan for review and incorporation of feedback.
• Engagement with internal and external stakeholders through work sessions, meetings, and presentations.
• Designing a community participation mechanism that ensures inclusivity and transparency.
• Deliverables must include responsibilities, milestones, and project phasing.

Skills Requirements

The service provider must demonstrate:

• Experience in community participation and stakeholder engagement.
• Expertise in urban planning, architecture, and design, with registration with SACPLAN, SACAP, and UDISA.
• Proven experience in developing business cases and strategic plans for incubation or similar projects.
• Capacity to conduct demand analysis, market assessments, and economic impact evaluations.
• Strong project management skills, including data collection, stakeholder management, and report writing.
• Ability to design and produce 3D models and visualizations.
• Experience working with government departments, community groups, and educational institutions.
