Objectives

The primary objective of this tender is to appoint an implementing agent capable of providing comprehensive services for the design and implementation of the Energy Efficiency (EEDSM) Program within Tswelopele Local Municipality. The successful bidder will serve as the project manager and technical expert to deliver a full turnkey solution, including planning, assessment, design, installation supervision, monitoring, reporting, and verification of energy savings. The overarching goal is to reduce energy consumption, lower costs, improve service delivery, and decrease greenhouse gas emissions through targeted energy efficiency measures.

Scope

The scope of work encompasses:

• Provision of full professional services for the design, planning, and implementation of the EEDSM program.
• Conducting energy audits and baseline studies of municipal facilities such as street lighting, public buildings, and water/wastewater treatment plants.
• Developing detailed designs, specifications, and business plans for energy efficiency initiatives.
• Implementing approved energy projects, including supervision and quality assurance.
• Monitoring, reporting, and verification of energy savings and greenhouse gas reductions.
• Engaging stakeholders, managing project timelines, and ensuring compliance with relevant legislation and standards.
• Assisting the municipality in securing further funding and developing energy management systems.

Technical Requirements

The technical requirements include:

• Experience in energy management, auditing, and project implementation for municipal infrastructure.
• Provision of qualified personnel, including a registered professional engineer (minimum 5 years’ experience), electrical technicians, safety officers, and project managers.
• Demonstrated capability to carry out comprehensive energy audits, develop business cases, and implement energy-saving measures.
• Ability to prepare detailed designs, specifications, and project documentation aligned with national standards and legislation.
• Monitoring and verification systems, including smart metering and energy management tools.
• Sub-contracting to local SMMEs is encouraged to promote local economic development.
• Compliance with all relevant legislation such as the Occupational Health and Safety Act, National Energy Regulations, and municipal by-laws.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in energy efficiency projects, particularly in municipal or public sector settings.
• Strong project management skills, including planning, coordination, and stakeholder engagement.
• Technical expertise in energy audits, system design, and implementation of energy-saving technologies.
• Qualified personnel with relevant certifications and professional registration (e.g., ECSA registration for engineers).
• Ability to develop comprehensive business plans, financial analysis, and investment strategies for energy projects.
• Capacity to monitor, verify, and report on energy savings and GHG emission reductions.
• Effective communication skills for stakeholder engagement and awareness campaigns.
• Experience in securing funding and developing energy management systems compliant with national standards.
