Objectives

The primary objective of this tender is to appoint built environment professionals to establish two panels of consultants for Kouga Municipality, each panel to be valid for a period of thirty-six (36) months. The appointed professionals will undertake various built environment projects, providing expertise in fields such as town planning, architecture, environmental assessment, and related disciplines. The overarching goal is to enhance the municipality’s capacity to deliver infrastructure and development projects efficiently and effectively, ensuring compliance with relevant legislation and standards.

Scope

The scope of the tender encompasses:

• Establishment of two panels of qualified and experienced consultants in the built environment sector.
• Provision of professional services across multiple disciplines including town planning, architecture, environmental science, land surveying, geotechnical engineering, development economics, valuation, and social facilitation.
• Engagement of service providers on an as-needed basis, with the municipality issuing Requests for Quotations (RFQs) for specific projects or tasks.
• Development of strategic plans and execution of various projects related to municipal infrastructure, urban development, and environmental management.
• Ensuring that appointed professionals meet the required capacity, skills, and experience to deliver quality services within stipulated timeframes.

Technical Requirements

The technical requirements for the tender include:

1. Qualification and Experience: Service providers must demonstrate relevant qualifications, registration with professional bodies, and proven experience in municipal projects, particularly in the fields of town planning, architecture, environmental assessment, and related disciplines.
2. Company Profile: Submission of a comprehensive company profile outlining core business activities, accreditation, and experience.
3. Key Personnel: CVs, qualifications, and registration certificates of key staff members, including project managers and specialists, must be provided. Professionals must meet minimum experience thresholds and be registered with relevant authorities such as SACPLAN, SACNASP, SACQSP, or other recognized bodies.
4. Functional Assessment: Bidders must score a minimum of 70% in the functional assessment, which evaluates company experience, personnel expertise, and previous project performance.
5. Past Contracts: Details of similar projects completed in the past five years, including contract values, client references, and completion certificates.
6. Compliance: Submission of tax compliance certificates, municipal billing certificates, and any other supporting documentation as specified.
7. Pricing: Competitive pricing aligned with the scope of work, with prices inclusive of VAT and delivery costs.
8. Additional Documentation: Signed declarations, joint venture agreements (if applicable), and proof of capacity to execute projects within the stipulated timeframe.

All submissions must adhere to the specified formats, be signed in black ink, and include original signatures where required. The evaluation will be based on an 80/20 price and specific goals scoring system, with emphasis on compliance, experience, and capacity to deliver.
