Objectives

The primary objectives of this tender are to appoint a panel of four qualified and experienced service providers (with CIDB grading of 5CE or higher) to undertake construction of all civil-related works within the Kumkani Mhlontlo Local Municipality over a period of 22 months. The project aims to support social, economic, and environmental development by facilitating infrastructure upgrades, including gravel roads, bridges, stormwater works, and associated civil works, thereby benefiting local communities and businesses.

Scope

The scope of work includes:

• Construction of civil infrastructure such as gravel roads, bridges, stormwater drainage, and related civil works as instructed through Works Orders.
• Provision of equipment and plant required for construction, including plant ownership or leasing, with specifications for machinery such as graders, TLBs, excavators, water tankers, and tipper trucks.
• Implementation of specific design specifications, including stone pitching on steep sections with compaction standards of 95-97% MDD.
• Reporting, invoicing, technical documentation, and site information management for each project.
• Development of local businesses and upgrading their CIDB grading over the contract period.
• Execution of projects based on issued Work Orders, with no guarantee of project quantity or allocation for the duration of the contract.

Technical Requirements

The technical requirements include:

• CIDB contractor grading of 5CE or higher.
• Provision of proof of registration, plant ownership or leasing agreements, and relevant experience in similar civil projects.
• Demonstration of competence through previous project experience, including at least six completed projects of similar scope, with at least four being roadworks or related civil works.
• Key personnel qualifications:
• Project Manager/Contract Manager: ND Civil Engineering or BSc Civil Engineering with at least 3-5 years relevant experience.
• Site Agent: ND Civil Engineering or equivalent with 1-5 years relevant experience.
• Health and Safety Officer: SACPCMP registration as CHS Officer or equivalent, with at least 2 years’ experience.
• Foremen and Supervisors: Relevant experience in civil construction, with minimum years specified for different levels.
• Provision of detailed methodology, including project milestones, safety procedures, resource allocation, and risk management.
• Compliance with health and safety regulations, including submission of safety plans and certificates.
• Submission of proof of municipal rates, tax compliance, and registration on the Central Supplier Database.
• Adherence to local content and BBBEE requirements, with supporting documentation.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in civil construction projects, particularly in roadworks, bridges, and stormwater infrastructure.
• Availability of plant and equipment, either owned or leased, with proof of ownership or lease agreements.
• Qualified key personnel with relevant academic qualifications and experience, including CVs and proof of registration where applicable.
• Capacity to manage multiple projects simultaneously, with a clear methodology and project management approach.
• Compliance with health and safety standards, including trained safety officers and safety plans.
• Financial stability demonstrated through audited financial statements for the past three years.
• Knowledge of local procurement policies, BBBEE, and local content regulations.
