Objectives

The primary objective of this tender is to appoint a panel of qualified consultants to provide a range of professional services within Metsimaholo Local Municipality. These services include town planning, land surveying, architectural services, geo-technical investigations, environmental impact assessments, municipal data cleansing, printing and distribution of municipal statements, municipal warning, disconnection and reconnection services, meter reading services, leasing of plant or machinery, VAT recovery support, financial statement preparation, and language services during council meetings. The overarching goal is to ensure efficient, compliant, and high-quality service delivery on an as-and-when-required basis over a period of three years.

Scope

The scope covers a comprehensive set of services required by Metsimaholo Local Municipality, including:

• Town planning, land surveying, architectural, geo-technical, and environmental impact assessment services.
• Municipal data cleansing, validation, standardization, and billing/debt management.
• Printing, emailing, and WhatsApp distribution of municipal statements and invoices.
• Municipal warning, disconnection, reconnection, and meter reading services.
• Leasing of plant or machinery within the municipality’s jurisdiction.
• VAT recovery support and financial statement preparation, including capacity building.
• Provision of language services during council meetings.

All services are to be provided on an as-and-when-required basis for a period of three years, with specific requirements and deliverables as detailed in the bid documents.

Technical Requirements

The technical requirements include:

• Compliance with CIDB grading requirements (minimum grading specified as 6 CE or 6 GB).
• Provision of services that meet the municipality’s functionality and compliance criteria.
• Attending compulsory briefing sessions and adhering to deadlines for submission and attendance.
• Provision of qualified personnel with relevant expertise in each service area.
• Adherence to the specifications outlined for each service, including quality standards and delivery timelines.

Skills Requirements

Applicants must demonstrate:

• Proven experience and expertise in town planning, land surveying, architectural design, geo-technical investigations, and environmental assessments.
• Capability to handle municipal data cleansing, billing, and debt management processes.
• Skills in printing, distribution, and communication services, including digital platforms like WhatsApp.
• Technical proficiency in meter reading, plant leasing, VAT recovery, financial reporting, and capacity building.
• Ability to provide language services during council meetings with clear communication skills.
• Compliance with CIDB grading and other regulatory requirements.
