Objectives

The primary objective of this tender is to appoint qualified professional service providers (PSPs) to assist the Department of Agriculture, Rural Development, Land and Environmental Affairs of Mpumalanga Province in the planning, designing, implementing, monitoring, and evaluating infrastructure projects over a period of 36 months. The aim is to support infrastructure development, capacity building, technical advisory, project management, and oversight to ensure sustainable and effective delivery of departmental infrastructure initiatives aligned with government policies and standards.

Scope

The scope encompasses a comprehensive range of services including:

• Assistance to the Project Management Unit (PMU) in establishing systems, procedures, monitoring, evaluation, and reporting frameworks.
• Feasibility assessments, technical reports, engineering surveys, geotechnical assessments, environmental impact assessments (EIA), and environmental management plans.
• Project planning, design, and preparation, including detailed designs, drawings, specifications, and bid documentation.
• Support in procurement processes, including bid documentation, evaluation, and contract management.
• Project implementation oversight, including construction monitoring, quality assurance, progress reporting, and project closure.
• Mentoring and training of departmental engineers and technical staff.
• Project evaluation to assess if objectives are met and to provide recommendations.
• Provision of turnkey (EPC) solutions where applicable, managing full project cycle from design to commissioning.
• Support for compliance with occupational health and safety, CIDB, supply chain regulations, and public works guidelines.

Technical Requirements

The technical requirements include:

• Provision of multidisciplinary engineering expertise (civil, mechanical, electrical, environmental, town planning, GIS, etc.).
• Experience in infrastructure project management, construction supervision, and procurement.
• Capability to conduct environmental and geotechnical assessments, feasibility studies, and detailed engineering designs.
• Ability to develop and implement monitoring, evaluation, and reporting systems aligned with CIDB and government standards.
• Skills transfer and capacity building for departmental staff.
• Provision of qualified personnel with relevant professional registration (ECSA, SACNASP, SACQSP, etc.).
• Adherence to safety, quality, and environmental standards throughout project lifecycle.

Skills Requirements

The successful bidders must demonstrate:

• Proven expertise and experience in infrastructure development, especially within the agricultural and rural development sectors.
• Strong project management and engineering management skills, including planning, design, procurement, and construction oversight.
• Capability to mentor and transfer skills to departmental engineers and technical staff.
• Experience in environmental assessments, geotechnical surveys, and environmental management plans.
• Ability to prepare comprehensive technical reports, feasibility studies, and project documentation.
• Qualified personnel with relevant professional registration and experience, including project managers, engineers, surveyors, environmental specialists, and town planners.
• Capacity to deliver turnkey solutions where required, with full responsibility for design, procurement, and construction.
• Knowledge of South African legislation, standards, and government procurement policies.
