Objectives

The primary objective of this tender is to appoint a qualified Service Provider to render standard cleaning and hygiene services at the Department of Land Reform and Rural Development, Lejweleputswa District Office in Welkom. The service aims to ensure a clean, hygienic, and well-maintained environment within the office premises for a period of twenty-four (24) months.

Scope

The scope of work includes comprehensive cleaning and hygiene services across various office areas, including:

• Offices, boardrooms, and meeting rooms
• Entrances, passages, and counters
• Kitchens and pantry areas
• Sanitary disposal bins and cubicles
• Toilets (male and female), including cleaning, disinfecting, and supply of consumables
• Surface cleaning of approximately 615 square meters (both floors)
• Reception areas and visitor spaces

The services also encompass the supply and maintenance of hygiene materials such as soap dispensers, air fresheners, toilet paper, seat wipes, and sanitary waste removal, along with deep cleaning tasks like carpet and upholstery cleaning.

Technical Requirements

The technical requirements specify that the Service Provider must:

• Provide adequately trained personnel with relevant experience in cleaning services
• Supply all cleaning chemicals and equipment that are SABS approved and compliant with South African standards
• Ensure all cleaning activities adhere to Occupational Health and Safety regulations
• Implement a detailed work schedule, including daily, weekly, and monthly tasks
• Maintain hygiene and cleaning standards throughout the contract duration
• Provide management reports on service delivery and performance
• Ensure proper supervision and security of personnel at all times
• Comply with all legal and statutory requirements, including tax and insurance obligations

Skills and Qualification Requirements

The tender specifies that the Service Provider must demonstrate:

• Experience in managing cleaning and hygiene services, with evidence of previous similar contracts (minimum of 2-4 projects managed)
• Qualified supervisory staff with at least 2-4 years of relevant experience in the cleaning industry
• Capacity to develop and implement training and skills development plans for staff
• Provision of personal protective clothing (PPE) for all personnel, aligned with Occupational Health and Safety standards
• Ability to supply and maintain cleaning equipment and chemicals of high quality and standards
• Knowledge of health and safety legislation, including the Occupational Health and Safety Act
• Proven track record of delivering quality cleaning services within the public sector or similar environments
• Financial stability and compliance with tax and insurance requirements
