Objectives

The primary objective of this tender is to appoint a service provider capable of conducting a detailed line scanning survey along a 1376 km rail corridor from City Deep (Gauteng) to the Port of Durban (KZN). The survey aims to assess the current condition of the railway assets to facilitate maintenance planning, asset management, and infrastructure upgrades, thereby improving operational efficiency and addressing challenges such as track degradation, locomotive shortages, and vandalism.

Scope

The scope encompasses:

• Conducting a non-destructive Railway Asset Scanning (RASC®) survey over all tracks between Johannesburg (City Deep) and Durban, totaling approximately 1404 km of double line tracks.
• Providing comprehensive data on above-ground assets (sleepers, rails, ditches, earthworks) and below-ground assets (ballast, sub-ballast layers, formation).
• Generating asset maps with centreline models and asset condition registers compatible with infrastructure management systems.
• Delivering detailed reports and supporting data in various formats (Excel/CSV, KMZ, PDFs, RASC® Viewer).
• Engaging stakeholders, including Transnet and IDC, throughout the project, and providing final reports and presentations.
• Completing the survey and reporting within a six-month timeframe from project commencement.

Technical Requirements

The technical scope includes:

• Deployment of the RASC® survey platform, mounted on a flatbed/container wagon, to perform synchronized, multi-sensor track bed inspections.
• Utilization of advanced measuring technologies such as 3 x 400 MHz sensors for ballast quality, moisture, subgrade erosion, and ballast pockets; 2D line scan cameras for surface mud, ballast particle size, sleeper spacing, and fastener mapping.
• Provision of detailed asset condition data, including formation, ballast quality, drainage, sleepers, rail wear, and earthworks.
• Generation of asset maps, cross-sections, and visualizations supporting maintenance planning and asset management systems.
• Adherence to safety, quality, and operational standards during survey execution.

Skills Requirements

The service provider must demonstrate:

• Registration and proven experience of the project lead as a Professional Engineer (Pr Eng) with ECSA.
• Experience in executing large-scale rail infrastructure asset condition assessments and non-destructive rail asset scanning projects, with at least three references from the past 10 years.
• Technical expertise in rail-mounted survey systems, data acquisition, processing, and engineering analysis of asset condition data.
• Specialist knowledge in geotechnical and track bed assessment, including ballast and formation behavior.
• Capability in processing large infrastructure datasets, multi-sensor data integration, and GIS-based asset mapping.
• Experience in project planning, methodology development, and delivering technical reports and visualizations.
