Objectives

The primary objective of this tender is to appoint a service provider to deliver 24-hour fraud and corruption hotline services to the National Regulator for Compulsory Specifications (NRCS) over a period of 36 months. The service aims to enable anonymous reporting of fraudulent and corrupt activities by employees, contractors, suppliers, and the public, thereby promoting ethical conduct and compliance within the organization.

Scope

The scope includes providing comprehensive fraud and corruption hotline services accessible 24/7 through multiple communication channels such as toll-free telephone, fax, and secure email. The service provider must handle anonymous reports, store information securely off-site, and coordinate with SAPS and NRCS reporting protocols. Additionally, the scope covers delivering awareness and promotional materials, conducting staff training workshops, and providing regular reports and updates throughout the contract duration.

Technical Requirements

• Provision of a toll-free telephone number, fax, and secure email address for reporting.
• Ensuring anonymity of callers unless legally required to disclose identity.
• Secure storage of information received, with off-site backup.
• Protocols for reporting to SAPS and NRCS as per specified procedures.
• Development and distribution of marketing and awareness materials, including newsletters, posters, and presentations.
• Regular reporting, monitoring, and evaluation of hotline activities.
• Compliance with relevant South African legislation, including the Protected Disclosure Act 26 of 2000.
• Guarantee of staff availability and objective conduct throughout the contract period.
• External quality assurance review of services provided.

Skills Requirements

• Experience in managing ethics hotlines and handling whistleblowing reports, preferably in the public sector.
• Qualified personnel such as Ethical Officers, Certified Fraud Examiners (CFE), or Compliance Officers with at least 5-7 years of practical experience in hotline management and investigations.
• Call center operators with a minimum of 2-5 years of relevant experience and appropriate qualifications.
• Ability to develop and implement awareness campaigns and training workshops.
• Strong understanding of South African legislation related to fraud, corruption, and whistleblowing.
• Capability to produce detailed reports, maintain confidentiality, and ensure data security.
• Effective communication and stakeholder engagement skills.
