Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver cleaning and garden services within the Bhisho/KWT provincial offices of the Eastern Cape Department of Social Development for a period of three (3) years. The service aims to ensure a high standard of cleanliness, hygiene, safety, and environmental compliance in the office premises, including the maintenance of gardens and related facilities.

Scope

The scope of work includes:

• Provision of cleaning services for offices, passages, boardrooms, kitchens, toilets, and other common areas across multiple sites, including Albertina Sisulu Building, Pick n Pay building, and others.
• Garden maintenance, including weed removal, grass cutting, pruning, and landscaping.
• Cleaning of government vehicles and related equipment.
• Supply and maintenance of cleaning materials, equipment, uniforms, and protective gear.
• Provision of staff, supervision, and management for cleaning and gardening activities.
• Reporting, communication, and compliance with health, safety, and environmental standards.

Technical Requirements

The successful bidder must demonstrate:

• A minimum of one year proven experience in cleaning and gardening services within an office environment.
• Capacity to supply trained, competent staff with valid identification and security clearance.
• Provision of a Project Manager with management experience and good communication skills.
• Implementation of health and safety plans compliant with Occupational Health & Safety Act (OHSA) 85 of 1993.
• Adherence to waste management, environmental policies, and safety standards.
• Ability to provide monthly reports, site inspections, and maintain records of activities.
• Compliance with sectoral wage determinations and employment regulations.

Skills Requirements

The bidder must possess:

• Experience in managing cleaning and gardening operations effectively.
• Qualified management personnel with at least a matric certificate and management experience.
• Skilled cleaning staff capable of communicating in English and local languages, with proper identification and confidentiality agreements.
• Knowledge of health, safety, and environmental regulations relevant to cleaning and gardening services.
• Ability to develop and implement safety, health, and waste management plans.
• Capacity to coordinate and report on service delivery, including monthly site reports and compliance documentation.
