Objectives

The primary objective of this tender is to appoint service provider(s) into a framework agreement to provide repairs, maintenance, and technical support for standby generators and control panels at various Sentech transmitter sites. The services are to be rendered on an “as and when required” basis over a period of three (3) years, ensuring backup power reliability, minimizing site shutdowns, and meeting Sentech’s service availability KPI of 99.8%. The framework aims to enhance operational resilience by enabling prompt response to generator failures and supporting the achievement of SLA commitments.

Scope

The scope encompasses:

• Provision of repairs, maintenance, and technical support for standby generators and control panels at multiple transmitter sites across various provinces.
• Services include on-site repairs, scheduled maintenance, troubleshooting, replacement of parts, and technical support.
• Work will be allocated on a rotational basis with occasional RFQ requests, without any guaranteed quantum of work.
• Support services extend to generator control panels, including programming, installation, and troubleshooting.
• Provision of qualified personnel, tools, and equipment necessary for service delivery, including after-hours, weekend, and holiday support.
• Adherence to specified turnaround times and safety standards.

Technical Requirements

The technical requirements include:

• Experience in repairing, supporting, and maintaining containerized, canopy, and set standby generators.
• Proven competence in diesel generator maintenance, troubleshooting, and repair.
• Expertise in programming and installing generator control panels, including dedicated generator controllers.
• Demonstrated ability to respond promptly to service requests, with specified turnaround times (e.g., 2-3 hours for investigation, 4-8 hours for travel).
• Provision of detailed reports, BOMs, and quotations for repairs.
• Use of OEM or equivalent parts with minimum one-year warranty; replacement parts must meet OEM standards.
• Compliance with safety, health, and environmental standards, including OHS Act adherence.
• Capability to provide emergency support outside normal working hours, weekends, and holidays.

Skills Requirements

The skills and competencies required from bidders include:

• Extensive experience in generator maintenance, troubleshooting, and repair, with supporting documentation and references.
• Specialized skills in programming, installing, and commissioning generator control panels and controllers.
• Qualified electricians with valid Wireman’s Licences and certified diesel mechanics.
• Technical proficiency in handling OEM or equivalent generator parts and control systems.
• Ability to work independently with minimal supervision, maintaining safety and quality standards.
• Capacity to respond within stipulated turnaround times and provide comprehensive reports and documentation.
• Experience in working across multiple provinces, with proof of operational capacity in specified regions.
