  • Demonstrated experience in managing turnkey development projects, with proof through appointment letters, completion certificates, or reference letters for projects of similar scope and value (minimum R60 million for construction, R100 million for land development).
  • Relevant experience in land development, construction services, and urban infrastructure, with evidence of at least 200 erven developed per project.
  • Capability to undertake all phases of IRDP including planning, approvals, beneficiary management, construction, and handover.
  • Provision of qualified key personnel with specified professional registrations and minimum experience levels.
  • Compliance with legislation, policies, and best practices related to urban development and housing projects.
  • Ability to mobilize and manage project finance, including securing funding of at least R20 million or demonstrating self-funding capacity.
