Objectives

The primary objective of this tender is to appoint service providers to a departmental panel of turnkey developers who will undertake the planning, development, and implementation of integrated residential development projects (IRDP) on land owned and/or acquired by the Gauteng Department of Human Settlements. The aim is to accelerate the development of integrated communities, improve housing quality, promote socio-economic amenities, and create employment opportunities through fast-tracked development on land parcels, with a focus on various income brackets and land uses.

Scope

The scope of work includes:

• Full project lifecycle management of IRDP projects, including inception, land assembly, planning approvals, beneficiary management, stakeholder engagement, engineering design, site establishment, municipal services installation, construction, sale and disposal of stands, financial reconciliation, and project handover.
• Development of residential and non-residential buildings, including social facilitation and community schemes.
• Mobilization of finance for non-subsidy components and bridging finance where necessary.
• Implementation across multiple phases or as a single phase, depending on project requirements.

Technical Requirements

Technical requirements for bidders include:

• Demonstrated experience in managing turnkey development projects, with proof through appointment letters, completion certificates, or reference letters for projects of similar scope and value (minimum R60 million for construction, R100 million for land development).
• Relevant experience in land development, construction services, and urban infrastructure, with evidence of at least 200 erven developed per project.
• Capability to undertake all phases of IRDP including planning, approvals, beneficiary management, construction, and handover.
• Provision of qualified key personnel with specified professional registrations and minimum experience levels.
• Compliance with legislation, policies, and best practices related to urban development and housing projects.
• Ability to mobilize and manage project finance, including securing funding of at least R20 million or demonstrating self-funding capacity.

Skills Requirements

Applicants must possess the following skills and qualifications:

• Proven project management expertise in large-scale residential or urban development projects.
• Experience in land use planning, town planning, and municipal engineering services.
• Financial management skills, including project budgeting, financial reconciliation, and funding mobilization.
• Technical proficiency in engineering design, construction supervision, and health and safety management.
• Strong stakeholder engagement, social facilitation, and community consultation skills.
• Legal and regulatory compliance, including NHBRC registration and adherence to relevant legislation.
• Qualified key personnel such as project managers, urban planners, engineers, financial specialists, and social facilitators, with appropriate professional registration and experience levels.
