Objectives

The primary objective of this tender is to appoint suitably qualified, registered security companies to form a panel of security service providers (considering only graded security officers) to deliver security services on an “as and when” basis for a period of three (3) years. The Department aims to ensure effective security coverage across its sites, with a focus on compliance, quality, and value for money, while establishing a panel for flexible deployment as needed.

Scope

The scope encompasses:

• Provision of security services including armed and unarmed guarding at Department of Public Works and Infrastructure (DPWI) sites.
• Deployment of security officers (graded security officers) across multiple regions and sites, with a maximum of three (3) regions per bidder.
• Operational management, including site visits, reporting, incident handling, and compliance with safety and security standards.
• Provision of security equipment, vehicles, and personnel, including shift supervision and management.
• Adherence to performance standards, reporting, and quality assurance measures.
• Provision of additional services such as patrols, electronic monitoring, and incident reporting.

Technical Requirements

The technical scope includes:

• Provision of graded security officers (Grade A, B, C) with valid PSIRA registration and competency certificates.
• Deployment of security officers with appropriate firearms licenses and competencies for armed response services.
• Availability of company vehicles, communication devices (two-way radios, cell phones), and security equipment (handcuffs, batons, pepper spray, torches).
• Implementation of operational plans detailing guard deployment, visitor control, patrols, and electronic monitoring systems.
• Compliance with all relevant legislation, including the Occupational Health and Safety Act, Firearms Control Act, Private Security Industry Regulation Act, and ICASA regulations.
• Provision of security personnel with appropriate training, conduct, and conduct of regular site visits (minimum of 8 per site per month).
• Maintenance of accurate records, incident reports, and adherence to standard operating procedures.
• Provision of insurance coverage (minimum R10 million liability cover) and compliance with financial and legal obligations.

Skills Requirements

The tender stipulates that successful bidders must demonstrate:

• Experience in security services, with proof of similar projects over the last 7 years, including appointment letters and reference letters for contracts exceeding R100,000.
• Qualified personnel, including Site Managers (Grade A) and Shift Supervisors (Grade B), with relevant PSIRA registration, experience (minimum 5 years), and security management qualifications.
• Availability of security officers registered with PSIRA (Grade C) with sufficient numbers to cover the sites.
• Capacity to provide security equipment, vehicles, and electronic monitoring systems.
• Ability to develop and implement operational plans, including guard deployment, patrols, visitor control, and incident management.
• Financial stability demonstrated through bank rating letters and audited financial statements.
• Compliance with all legislative, safety, and security standards, including conduct, training, and disciplinary procedures.
