Objectives

The primary objective of this tender is to appoint a suitably qualified service provider to supply and deliver medical oxygen gas to the City of Johannesburg Health Department on an as-and-when-required basis. The service aims to ensure the availability of medical oxygen across various clinics and health facilities, including the collection of empty cylinders and timely delivery of full cylinders, to support healthcare operations.

Scope

The scope of work includes:

• Placing orders for medical oxygen gas.
• Delivering medical oxygen cylinders of various sizes (14kg, 10.2kg, 5.5kg, 4.6kg, 2.8kg, 2kg, 1.84kg) as per requests.
• Collecting empty cylinders upon delivery of full cylinders.
• Providing delivery and collection services to multiple clinics and health facilities across Johannesburg, including mobile and satellite locations.
• Ensuring compliance with legislative and regulatory requirements, including SAHPRA licensing and medical gas purity standards.
• Invoicing on a once-off monthly basis for services rendered within that month.

Technical Requirements

The technical specifications include:

• Supply of medical oxygen of medical purity (≥99%) in cylinders of specified sizes.
• Delivery within 48 hours of request to various clinics and health facilities.
• Collection of empty cylinders and delivery of full cylinders at designated locations.
• Completion of technical data, omissions, and variations sheets as part of the tender submission.
• Adherence to legislative requirements such as the Medicines and Related Substances Act, SAHPRA licensing, and occupational health and safety regulations.
• Provision of cylinders, stands, flow meters, gauges, and other necessary equipment as per specifications.
• Compliance with the specified minimum quantities per month, with flexibility for adjustments as per the city's needs.

Skills and Qualification Requirements

The tenderer must demonstrate:

• Possession of a valid SAHPRA license for manufacturing or wholesaling medical gases.
• Experience in supplying medical oxygen and related gases to healthcare facilities.
• Ability to deliver within stipulated timeframes and handle logistics across multiple locations.
• Compliance with all legislative and regulatory standards relevant to medical gas supply.
• Provision of qualified personnel trained in handling medical gases and cylinder management.
• Capability to complete and submit all required forms, declarations, and certifications, including BBBEE certificates, tax clearance, and supply chain management practices.
• Demonstrated understanding of occupational health and safety requirements related to handling and delivery of medical gases.
