Objectives

The primary objective of this tender is to establish a contract for the as and when maintenance, supply, service, repair, and replacement of substations and associated equipment within the Western Cape region. The aim is to ensure the reliable operation and maintenance of electrical substations and related equipment through a comprehensive service provider.

Scope

The scope includes:

• Provision of maintenance, supply, service, repair, and replacement of substations and associated equipment.
• Work to be performed on an as-and-when basis within the Western Cape region.
• Involvement of various technical activities including repairs, replacements, and routine maintenance.
• Inclusion of materials, machinery, and skilled personnel such as technicians, electricians, and general workers.

Technical Requirements

The technical requirements encompass:

• Provision of detailed pricing for materials, machinery, and labor, including normal hours, overtime, Saturday, Sunday, and public holiday work.
• Adherence to technical specifications, drawings, and scope of work outlined in the tender documents.
• Completion of work within specified timeframes, with penalties for delays.
• Provision of detailed costings for various categories of labor (technicians, electricians, general workers) during different times (normal hours, overtime, weekends, holidays).
• Compliance with laws governing contracts and labor, including insurance and workmen’s compensation.
• Preparation of a Bill of Quantities (BoQ) with provisional sums, unit rates, and total costs, including VAT.

Skills Requirements

The skills required for tenderers include:

• Technical expertise in electrical maintenance, repair, and replacement of substations and associated equipment.
• Competence in handling materials, machinery, and tools relevant to electrical infrastructure.
• Ability to provide skilled personnel such as:
• Technicians with electrical qualifications and experience.
• Electricians capable of performing electrical work during normal hours, overtime, weekends, and holidays.
• General workers for auxiliary tasks.
• Experience in working within the regulatory framework of South Africa, including adherence to safety standards and legal requirements.
• Capability to produce detailed cost estimates, manage project timelines, and ensure quality standards.
• Ability to provide necessary documentation such as insurance certificates, workmen’s compensation, and performance guarantees.
