Objectives

The primary objective of this tender is to appoint a qualified Renewable Energy Engineering, Procurement, and Construction (EPC) service provider to design, supply, install, and maintain solar and battery storage solutions at the Quantum V3 Facility within the Atlantis Special Economic Zone (ASEZ). The project aims to enhance sustainability, reduce energy costs, ensure energy reliability, and support ASEZ’s green economy goals by achieving net-zero carbon, water, and waste footprints.

Scope

The scope of work includes:

• Conducting a study to determine tenant energy requirements at full production and developing an energy efficiency plan.
• Designing and installing a 72 kW roof-mounted solar PV system and a 168 kWh battery storage solution, including associated infrastructure such as smart meters.
• Testing, commissioning, and obtaining necessary approvals for the infrastructure.
• Providing detailed as-built designs, operation manuals, and a greening report aligning with ASEZ sustainability goals.
• Offering 12 months of operations and maintenance services post-installation, including system monitoring, support, and training for ASEZ staff.
• Ensuring compliance with relevant standards and legal requirements, including registration with the City of Cape Town for the Small Scale Embedded Generation (SSEG) process.

Technical Requirements

The technical specifications include:

• Solar PV modules must be Tier 1 and meet international standards.
• Inverters must be on the City of Cape Town’s approved PV inverter list, complying with NRS 097-2-1 safety standards.
• The battery system must have a minimum 15-year warranty, with a capacity retention of at least 75% over the warranty period.
• Smart meters must be SCADA-compatible and capable of integrating with existing metering platforms.
• Solutions must adhere to standards such as SANS 10142-1, SANS 10400-T, SANS 60364-7-712, NRS 097-2-1, NRS 097-2-3, SANS 62305, SANS 10160, and relevant safety and occupational health regulations.
• The design must optimize the levelized cost of electricity (LCOE), reduce peak demand charges, and provide backup power during outages.

Skills and Professional Requirements

Bidder personnel must demonstrate:

• Registration and proven experience of key professionals, including:
• One Lead Professional Electrical Engineer/Technologist registered with ECSA, who cannot be outsourced or subcontracted.
• Experience in designing and implementing solar and battery storage projects, with at least three successfully completed projects within the last 10 years.
• Capability to develop detailed designs, conduct LCOE assessments, and produce comprehensive operation and maintenance manuals.
• Ability to coordinate with ASEZ and tenants, ensuring compliance with legal, safety, and environmental standards.
• Knowledge of local regulations, including the City of Cape Town’s SSEG registration process and standards compliance.

Additionally, bidders must provide evidence of professional registration, relevant project experience, and demonstrate capacity to deliver the scope within the specified timeframe and budget.
