Objectives

The primary objective of this tender is to design, supply, install, test, and commission a 20,000-liter backup water tank system at Denel Kempten Park Campus. The system aims to provide an alternative water reticulation infrastructure to supply water to ablution blocks during municipal water outages, thereby ensuring continuous water availability and mitigating the impact of municipal supply disruptions.

Scope

The scope of work includes:

• Submission of SHE Contractor Compliance documentation post-purchase order.
• Provision of alternative water supply method for ablution blocks during municipal outages.
• Supply and installation of a 20,000-liter water tank on suitable stands or plinths.
• Installation of water level gauges, inlet ball actuator valves, mechanical and electrical ball valves controlled by level sensors.
• Installation of a motor coupled with a pump (mono block, 20m³/h, efficiency 36.8%, discharge size 40mm, suction size 65mm).
• Installation of an accumulator pressure tank (minimum 200 liters @ 10 bar), pressure gauges, switches, and accessories.
• Piping using PVCu (Class 16).
• Provision of electrical panels (main and control) in accordance with SANS 10142 standards.
• Commissioning, testing, and training of Denel personnel.
• Preparation and submission of relevant documentation including parts catalogues, part numbers, safety files, and risk assessments.

Technical Requirements

The technical specifications for the project include:

• Supply and installation of 20,000-liter water tanks with appropriate stands.
• Installation of water level gauges with readings at ¼, ½, ¾, and full capacity.
• Electrical panels compliant with SANS 10142 standards.
• Mechanical and electrical ball valves, sensors, and inlet actuators.
• Mono block pump with specified capacity and efficiency.
• Accumulator pressure tank capable of handling 200 liters at 10 bar.
• Piping in PVCu (Class 16).
• Provision of comprehensive commissioning documentation, parts catalogues, and part numbers.
• Adherence to health and safety legislation, including risk assessments and SHE documentation.

Skills Requirements

The successful bidder must demonstrate:

• Experience with at least three completed projects involving water storage tanks, booster pumps, or similar infrastructure, supported by reference letters.
• Technical compliance with specifications for tanks, pumps, electrical systems, sensors, and piping.
• Capability to develop and execute detailed project methodology, installation procedures, commissioning plans, testing procedures, and training programs.
• Compliance with SHE standards, including submission of valid COID certificates, risk assessments, and SHE files.
• Provision of local support and after-sales service, including a 10-year warranty on installation and a recommendation letter for after-sales support.
• Adherence to professional conduct and ethical standards, including compliance with Denel’s code of conduct and prohibition of favors or payments to Denel personnel.
