Objectives

The primary objective of this tender is to facilitate the disposal of scrap materials generated by City Power Johannesburg (SOC) Ltd, ensuring environmentally compliant and revenue-generating practices. The process aims to identify, collect, and dispose of various scrap materials such as metals, electrical equipment, and other waste, while adhering to statutory and safety regulations, and optimizing revenue from the sale of scrap assets.

Scope

The scope encompasses the minimum standards and procedures for the collection, handling, clearance, and disposal of scrap materials from City Power premises, including offices, warehouses, project sites, fleet management, and substations. It covers:

• Non-ferrous metals (copper, aluminum, etc.)
• Ferrous metals
• Electrical equipment and accessories
• Transformer oils and oils spillages
• Furniture, waste paper, and miscellaneous electrical items
• Scrapped transformers, switchgear, cables, and other electrical assets

The scope also includes compliance with occupational health and safety, environmental management, quality management, and legal requirements during disposal activities.

Technical Requirements

The technical requirements specify that the service provider must:

• Collect scrap materials as required, ensuring proper documentation and weighing procedures within a 20 km radius or at designated weighbridges.
• Handle hazardous items with appropriate precautions and contractual arrangements for hazardous waste management.
• Sort ferrous and non-ferrous metals for optimal revenue, and dismantle electrical assets following safety standards.
• Ensure proper removal, clearance, and disposal of scrap, including decommissioned assets, waste paper, and surplus furniture.
• Comply with occupational health and safety regulations, including permits, training, supervision, incident reporting, and safety procedures.
• Implement environmental management practices aligned with ISO 14001:2015 standards.
• Maintain quality management systems in accordance with ISO 9001:2015 standards.
• Ensure security, access control, fire safety, hygiene, and environmental considerations during operations.

Skills and Skills Requirements

The service provider must demonstrate:

• Proficiency in scrap collection, sorting, and dismantling electrical and mechanical assets.
• Capability to operate and maintain plant, machinery, and vehicles in sound condition, including forklifts, excavators, cranes, and trucks.
• Qualified personnel with valid licenses and certifications, such as forklift operators, grabber operators, excavator and crane drivers, and professional drivers with PrDP permits.
• Experience in handling hazardous waste, including transformer oils and spillages, with appropriate contractual arrangements.
• Knowledge of occupational health and safety regulations, including permit systems, risk assessments, incident reporting, and emergency procedures.
• Ability to implement environmental and quality management systems compliant with ISO standards.
• Effective supervision, discipline, and reporting skills to ensure safe and compliant disposal activities.
• Capability to maintain security, hygiene, fire safety, and environmental standards on-site.
• Provision of references demonstrating previous experience in scrap disposal and electrical asset management.
