The primary objective of this tender is to engage a qualified service provider for the comprehensive maintenance, technical support, and incremental expansion of City Power Johannesburg’s ICT network infrastructure. The contract aims to guarantee high network availability, proactive performance monitoring, and rapid fault resolution through dedicated onsite expertise, vendor-backed support, and structured project management.
OEM Support Certificates: Official documentation from Original Equipment Manufacturers confirming active maintenance agreements. These certificates guarantee firmware updates, security patches, bug fixes, and priority technical assistance for network hardware.
80/20 Preference Point System: A statutory procurement evaluation model where 80 points are allocated to competitive pricing and 20 points to socio-economic transformation goals, specifically targeting enterprises owned by black people (≥51%), black women (≥30%), and suppliers operating within the City of Johannesburg.
Non-Firm Pricing with Escalation Formula: Contract values may be adjusted periodically using a standardized mathematical formula that accounts for inflationary factors (e.g., labour, transport, materials). Typically, 85% of the bid price is subject to index adjustments, while 15% remains fixed to control overall costs.
Mandatory OHS Agreement: A legally binding framework under South Africa’s Occupational Health and Safety Act requiring contractors to appoint competent safety representatives, conduct pre-work medical fitness screenings, deliver safety inductions, maintain site hygiene, and immediately report incidents. Non-compliance permits immediate contract termination.
