Objectives

The primary objectives of this tender are to:

• Ensure the availability of a competent NDE service provider to support Necsa’s manufacturing and project activities.
• Provide inspection services to verify the integrity and compliance of mechanical and piping components fabricated within Necsa facilities.
• Support installation and inspection activities at external project sites, including Koeberg Nuclear Power Station.
• Ensure all inspection activities adhere to applicable standards such as ASME B31.1 and Necsa’s technical data sheets.
• Maintain high safety, quality assurance, traceability, and regulatory compliance within nuclear and industrial environments.
• Enhance Necsa’s project execution capabilities by providing qualified personnel and appropriate inspection resources.

Scope

The scope of work includes delivering professional Non-Destructive Examination (NDE) support for projects involving fabrication, installation, maintenance, and integrity verification of mechanical and piping systems. The services are to be provided at Necsa premises in Pelindaba and at Koeberg Power Station, over an estimated period of five months.

• Manufacturing activities at Necsa to commence on 21 March 2026 and conclude by 25 April 2026.
• Installation activities at Koeberg to commence on 10 April 2026 and conclude by 31 July 2026.
• Provision of qualified NDE personnel to prepare procedures, perform inspections (RT, UT, MT, PT, VT), and ensure compliance with relevant standards.
• Support inspection planning, coordination, documentation, and reporting.
• Maintain traceability, certification, and records of all inspection activities.
• Support quality control, defect identification, repair verification, and re-inspection processes.
• Ensure safety and regulatory compliance during all activities.

Technical Requirements

The service provider must:

• Provide qualified and competent NDE personnel, including Level II and Level III inspectors, with relevant certifications.
• Develop and execute NDE procedures and technique sheets aligned with ASME Section V and Necsa’s technical data sheets.
• Perform NDE methods such as radiographic testing (RT), ultrasonic testing (UT), magnetic particle testing (MT), liquid penetrant testing (PT), and visual testing (VT).
• Ensure all activities comply with applicable codes, standards, and project specifications.
• Coordinate inspection activities, including preparation, scheduling, execution, and documentation.
• Maintain equipment calibration, traceability, and readiness for inspection tasks.
• Support inspection during both day and night shifts, with sufficient personnel and resources.
• Provide supervision, oversight, and detailed inspection reports.

Skills and Qualification Requirements

The bidder must demonstrate:

• Proven experience in providing NDE services within nuclear, power, or heavy industries involving large-scale, capital-intensive projects.
• Valid licenses, permits, and certifications for NDE operations.
• Qualified personnel with certifications such as Level II and Level III in relevant NDE methods.
• Capability to mobilize resources promptly, including certified personnel and calibrated equipment.
• Recent (within the last 12 months) experience supporting nuclear or power industry projects.
• Robust health, safety, and environmental management systems.
• Ability to provide detailed CVs with qualifications and certifications for key personnel.
• Capacity to support outage schedules with adequate staffing and technical oversight.
