Objectives

The primary objective of this tender is to procure services for borehole drilling and the installation of six (6) solar-powered pumps across specified wards (1, 2, 4, 5, 10, and 11) within Dannhauser Municipality. The project aims to establish sustainable water supply solutions utilizing renewable energy sources, ensuring reliable access to water in the targeted areas.

Scope

The scope of work includes:

• Site establishment and geophysical surveys to identify suitable borehole locations.
• Borehole drilling to a depth of 100 meters with specified diameters and casing requirements.
• Construction of concrete collars and installation of borehole caps to prevent contamination.
• Water yield testing, chemical, and microbiological analysis to ensure water quality and sustainability.
• Registration and permitting processes in coordination with local authorities.
• Design and installation of a water distribution system, including a 1.5m JoJo tank stand, piping, and associated accessories.
• Installation of solar PV systems with specified modules, mounting structures, electrical components, and grounding systems.
• Fencing around boreholes and solar systems for security purposes.
• Commissioning, testing, and handover of the complete system with warranty and maintenance provisions.

Technical Requirements

The technical specifications encompass:

• Advanced geohydrological surveys using electronic geophysical instruments (PQWT and Magnetic methods).
• Borehole drilling compliant with SANS 10299-2003 standards, including casing, casing welding, and concrete collar construction.
• Water yield tests (step draw-down, constant discharge, recovery tests) following SANS 10299-4:2003 standards, with certification.
• Water quality testing (chemical and microbiological) according to SANS 241-1:2015 standards, with results from SANAS-accredited laboratories.
• Registration and permits obtained prior to drilling, adhering to local by-laws.
• Installation of solar PV modules (1980W capacity), with specified brands, tilt angles, and mounting structures.
• Selection of pumps with non-return valves, level sensors, surge protection, grounding, and appropriate electrical components.
• Electrical work to be performed by licensed electricians with Certificates of Compliance (CoC).
• Security fencing with specified materials and installation standards.
• System commissioning, documentation, and warranties in accordance with IEC/SABS standards.

Skills Requirements

The tenderer must demonstrate:

• Experience in borehole construction and groundwater exploration, supported by at least five (5) years of relevant projects, with proof such as reference letters and completion certificates.
• Qualified personnel including:
• Civil engineers (NQF level 6 or higher)
• Hydrological specialists with expertise in geophysical surveys
• Electrical engineers or qualified electricians registered with the Department of Labour, capable of executing electrical installations and issuing Certificates of Compliance.
• Proven ability to implement renewable energy systems, specifically solar PV installations, with knowledge of system design, grounding, surge protection, and compliance with IEC/SABS standards.
• Capability to conduct water quality testing at SANAS-accredited laboratories and interpret results.
• Experience in project management, including site surveys, permitting, installation, testing, and commissioning within stipulated timeframes (3 months).
• Ability to prepare detailed methodology, resource planning, and execution schedules.

In summary, the successful bidder must possess technical expertise in groundwater exploration, borehole drilling, solar PV system installation, electrical engineering, and project management, supported by relevant qualifications and a proven track record of similar projects.
