Objectives

The primary objectives of the Buffelsdraai Forest Management Operations tender are to restore and maintain indigenous coastal forest and thicket within the Buffelsdraai Landfill buffer zone, enhance biodiversity, and control invasive alien plants. The project aims to promote sustainable ecosystem management, support biodiversity conservation in line with national legislation, and contribute to climate resilience. Additionally, the project seeks to create socio-economic benefits through job creation, skills development, and supporting small businesses.

Scope

The scope of work includes:

• Forest restoration through planting indigenous trees and understory species.
• Control of invasive alien plants, including removal and clearing activities.
• Monitoring and reporting on planting and invasive species control efforts.
• Community engagement, stakeholder coordination, and local employment facilitation.
• Training personnel in invasive plant control, safety, and environmental best practices.
• Provision of equipment, herbicides, transport, and site facilities.
• Preparation of GIS shapefiles and other deliverables for municipal systems.

Technical Requirements

The technical scope includes:

• Implementation of invasive alien plant control using approved herbicides and methods.
• Planting of approximately 8,000 indigenous trees and plants, following specified species lists.
• Use of appropriate tools, machinery, and safety equipment, with annual procurement and maintenance.
• Monthly reporting on operational areas, species planted, alien control efforts, and employment stats.
• Adherence to environmental legislation, safety standards, and best environmental practices.
• Training of staff on herbicide application, plant identification, safety, and environmental protocols.
• Monitoring and evaluation of project progress, including site rehabilitation and stakeholder engagement.

Skills Requirements

The tenderer must demonstrate:

• Experience in invasive alien plant control, including herbicide application and ecological restoration.
• Qualified personnel with expertise in environmental management, invasive species control, and biodiversity conservation.
• Capacity to undertake large-scale planting and invasive species removal activities.
• Ability to prepare and submit detailed reports, GIS shapefiles, and project documentation.
• Knowledge of relevant legislation such as the National Forests Act and NEMBA.
• Skills in community engagement, stakeholder coordination, and training delivery.
• Proven track record in similar ecological restoration projects within South Africa.
