Objectives

The primary objective of this tender is to procure bus transportation services for employees of Sol Plaatje Municipality, ensuring reliable, punctual, and efficient transport to and from their workplaces for a period of 36 months. The service aims to enhance social cohesion among employees, improve punctuality, and facilitate timely service delivery to the community, particularly focusing on low-income employees.

Scope

The scope includes providing scheduled bus services along specified routes within the municipality, catering exclusively to municipal employees (both permanent and contract). The services involve operating multiple routes with detailed destination stops, maintaining a fleet of buses in good condition, and ensuring safety and compliance with relevant legislation. The contract covers operational management, fleet maintenance, safety, and compliance, with provisions for standby buses in case of breakdowns.

Technical Requirements

• Provision of scheduled bus services on designated routes, including Route 1 (Stocks to Sol Plaatje Workshop), Route 2 (Lerato Park to Queenspark), Route 3 (Hostel to Beaconsfield Flats), Route 4 (Hostel to Sol Plaatje Workshop), Route 5 (Hostel to Civic Centre), and Route 6 (Shift workers transport).
• Fleet specifications: minimum seating capacity of 389 seats, with a fleet age between 3 to 10 years, including contingency buses for breakdowns.
• Compliance with the National Road Traffic Act 93 of 1996, including vehicle roadworthiness, driver licenses, and permits.
• Implementation of safety, hygiene, and vehicle inspection plans, with proof of insurance for buses and passengers.
• Operational management including accident reporting, fleet maintenance, and standby arrangements for breakdowns.
• Adherence to occupational health and safety standards, including obtaining necessary certificates and permits.
• Route adherence with detailed maps and schedules, ensuring timely pickups and drop-offs.

Skills and Qualifications Requirements

• Proven experience in transportation services, specifically bus operations, with a minimum of 5 years in the industry.
• Demonstrated capability to maintain a fleet of buses aged between 3-10 years, with proper maintenance and service history.
• Qualified drivers with valid driving licenses and professional driving permits (PDP), with proof of certification for all drivers.
• Ability to provide standby buses and contingency plans for breakdowns, with proof of fleet capacity.
• Compliance with occupational health and safety regulations, including submission of safety plans and certificates.
• Financial stability evidenced by recent financial statements, and proof of insurance coverage.
• Capability to manage route schedules, route maps, and detailed operational plans.
• Knowledge of local content standards and BBBEE requirements, with relevant certification or sworn affidavits.
