Objectives

The primary objective of this tender is to appoint a suitable and experienced service provider to deliver bus transportation services for employees of Sol Plaatje Municipality. The service aims to facilitate reliable, punctual, and safe transport for municipal employees to and from their workplaces over a period of twelve months, thereby promoting social cohesion, improving punctuality, and ensuring efficient service delivery to the community.

Scope

The scope includes providing scheduled bus services for employees on designated routes within the jurisdiction of Sol Plaatje Municipality. The services are limited to municipal employees only, requiring valid bus tickets for access. The contract covers multiple routes, including:

• Route 1: Stocks to Sol Plaatje Workshop
• Route 2: Lerato Park to Queenspark
• Route 3: Hostel to Beaconsfield Flats
• Route 4: Hostel to Sol Plaatje Workshop
• Route 5: Hostel to Civic Centre
• Route 6: Transporting shift workers (re-measurable, preferably 16-seater minibus taxi)

The service provider must ensure operational efficiency, vehicle maintenance, safety, and compliance with relevant legislation, including the National Road Traffic Act.

Technical Requirements

• Provision of scheduled bus services on specified routes with detailed route maps and km measurements.
• Vehicles must be roadworthy, insured, and comply with legal requirements, including valid licenses and permits.
• Fleet must have a minimum capacity of 389 seats across all buses, with contingency plans for breakdowns, including standby buses.
• Vehicles should be maintained regularly, with documented maintenance plans and service history.
• Drivers must possess valid driving licenses with Professional Driving Permits (PDP) and adhere to occupational health and safety standards.
• Compliance with health and safety legislation, including obtaining roadworthy certificates and safety files.
• Provision of hygiene and vehicle inspection plans, and submission of proof of insurance.
• Operational management must include accident reporting, standby arrangements, and vehicle breakdown procedures.

Skills Requirements

• Proven experience in transportation services, particularly bus operations within the public sector.
• Ability to provide a fleet with appropriate age and condition, demonstrating technical competence in vehicle maintenance and management.
• Qualified drivers with valid licenses, PDP, and experience in passenger transport.
• Capacity to develop and implement operational, safety, and hygiene plans.
• Competence in fleet management, route planning, and compliance with traffic and safety regulations.
• Ability to manage contingency plans for breakdowns and emergencies efficiently.
• Knowledge of occupational health and safety standards applicable to public transport services.
