Objectives

The primary objective of this tender is to appoint a multidisciplinary professional services consortium (including architectural, quantity surveying, civil, electrical, mechanical, and structural engineering services) to provide comprehensive condition-based maintenance, renovation, repair, and upgrade services for the Caledon Police Station in Western Cape. The project aims to assess the current state of all building elements, develop detailed design solutions, and oversee procurement and construction to ensure the buildings remain functional, safe, and compliant with relevant standards and legislation.

Scope

The scope encompasses:

• Conducting detailed assessments and condition surveys of existing structures and services.
• Developing conceptual, preliminary, and detailed designs, including specifications and cost estimates.
• Preparing procurement documentation and managing the tender process.
• Administering the construction phase, including site inspections, quality assurance, and contract management.
• Ensuring compliance with applicable legislation, standards, and environmental requirements.
• Addressing all building elements such as civil, structural, electrical, mechanical, wet services, and finishes.
• Considering options for decanting and operational continuity during construction.
• Providing post-construction close-out documentation and warranties.

Technical Requirements

The technical requirements include:

• Provision of a multidisciplinary team with registered professionals in each discipline.
• Comprehensive condition assessments and detailed design documentation.
• Preparation of drawings, specifications, and tender documentation compliant with local authority and statutory requirements.
• Implementation of quality management and safety systems aligned with OHS Act and standards.
• Construction monitoring with Level 1 (part-time) and Level 2 (full-time) supervision as specified.
• Adherence to environmental, heritage, and statutory legislation.
• Use of locally manufactured materials and sustainable design principles where feasible.
• Security clearance for key personnel involved in sensitive project aspects.

Skills Requirements

The tenderer must demonstrate:

• Registered professionals in each discipline (architects, engineers, quantity surveyors, etc.) with valid registration numbers.
• Proven experience in similar condition-based maintenance and renovation projects, especially within government or institutional facilities.
• Capability to conduct detailed assessments, develop design solutions, and manage multi-disciplinary teams.
• Ability to prepare comprehensive technical documentation, specifications, and procurement packages.
• Experience in construction contract administration, site supervision, and quality assurance.
• Capacity to ensure compliance with all relevant legislation, standards, and environmental policies.
• Provision of qualified personnel with appropriate expertise, CVs, and professional registration certificates.
• Demonstrated ability to manage security requirements and confidentiality for sensitive project components.
