Objectives

The primary objective of this tender is to invite qualified professional service providers (PSPs) to register on a database to render various professional services to the Limpopo Department of Agriculture and Rural Development over a period of three years. The aim is to facilitate efficient procurement of engineering and related services for departmental projects, including infrastructure development, environmental assessments, and technical consultancy, by establishing a framework agreement with qualified providers.

Scope

The scope encompasses:

• Registration of PSPs across multiple engineering disciplines such as Geo-hydrological, Geo-technical, Environmental Management, Hydrological, Agricultural, Civil, Structural, Electrical, Architectural, GIS, Quantity Surveying, Land Surveying, and Social Facilitation services.
• Planning, design, investigation, feasibility studies, land surveys, and project implementation within the general scope of work outlined, including stages from inception to close-out.
• Specific project categories including infrastructure for irrigation, animal handling, soil conservation, agro-processing, farm roads, and civil structures.
• Provision of additional services such as skills transfer, construction monitoring, occupational health and safety, quality assurance, and project management.
• Framework agreements to streamline procurement processes for future project task orders.

Technical Requirements

PSPs must meet minimum technical standards per discipline, including:

• Registration with relevant professional bodies (e.g., ECSA, SACAP, SAGC, SAQA, SACQSP, etc.) with valid licenses and indemnity.
• Proven experience in delivering similar projects, supported by appointment letters, completion certificates, or client references.
• Availability of qualified personnel with specified minimum years of experience and relevant professional qualifications (e.g., NQF Level 7 or equivalent).
• Capability to provide specialized software tools relevant to each discipline (e.g., GIS, AutoCAD, GeoStudio, Revit, etc.).
• Compliance with environmental, health, and safety standards, including environmental impact assessments and occupational health and safety regulations.
• Capacity to undertake investigations, feasibility studies, detailed design, documentation, procurement, and contract administration.

Skills Requirements

PSPs must demonstrate:

• Professional expertise in their respective disciplines, with team members holding appropriate registration and experience.
• Technical proficiency in relevant software applications and modeling tools.
• Ability to conduct comprehensive investigations, assessments, and feasibility studies.
• Experience in project planning, design, and implementation of infrastructure projects.
• Skills in environmental management, community facilitation, and stakeholder engagement.
• Capacity for quality assurance, project management, and compliance with health and safety standards.
• Proven track record of delivering projects within budget and time constraints.
