Objectives

The primary objective of this tender is to appoint a professional consortium comprising architectural, quantity surveying, electrical, mechanical, civil, and structural engineering services to undertake the total refurbishment of the ground floor of the Parliament Towers building in Cape Town. The project aims to enhance accessibility, safety, and functionality, ensuring compliance with relevant legislation and standards, and to deliver a comprehensive design, documentation, procurement, and construction management service.

Scope

The scope encompasses a full suite of professional engineering and architectural services, including:

• Preliminary investigations, feasibility studies, and project brief development.
• Concept design, viability assessments, and development of detailed design documentation.
• Procurement documentation, tender evaluation, and contract administration.
• Construction supervision, site inspections, quality assurance, and project close-out.
• Specialist services such as environmental impact assessments, targeted procurement, and infrastructure design.
• Coordination with other consultants and compliance with statutory and environmental regulations.

The project involves refurbishing the ground floor to improve accessibility and operational efficiency, with specific deliverables including design reports, construction documentation, tender/bid documentation, and final project handover.

Technical Requirements

• Adherence to the Standard Conditions of Tender and CIDB/SACAP/SACQSP/SACEP/SAPC professional standards.
• Provision of comprehensive design, documentation, procurement, and construction management services.
• Compliance with environmental, health, safety, and building regulations, including OHS Act and environmental legislation.
• Implementation of quality assurance systems and risk management protocols.
• Provision of construction monitoring at Level One (part-time) and Level Two (full-time) as required.
• Provision of site accommodation, transport, and safety equipment for site staff.
• Preparation of project schedules, progress reports, and final account documentation.
• Incorporation of targeted procurement and socio-economic development goals.
• Security clearance procedures for key personnel involved in projects requiring confidentiality or security measures.

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Registered Professionals: All key personnel, including architects, engineers, and quantity surveyors, must be registered with the relevant statutory councils (SACAP, SACQSP, ECSA, etc.) and provide proof of current registration and registration numbers.
• Experience: Proven track record of delivering similar refurbishment projects, with experience on projects involving accessibility upgrades, multi-disciplinary coordination, and compliance with legislation within the last 7 years.
• Technical Expertise: Competence in architectural design, structural, civil, electrical, mechanical engineering, environmental assessments, and construction management.
• Project Management Skills: Ability to develop and manage detailed project schedules, budgets, risk assessments, and quality assurance processes.
• Communication and Coordination: Effective liaison with clients, authorities, stakeholders, and multidisciplinary teams, including the ability to prepare comprehensive reports and documentation.
• Legal and Regulatory Knowledge: Familiarity with relevant legislation, standards, and procedures, including security clearance protocols where applicable.
• Resource Capacity: Adequate human resources with appropriate qualifications and experience, demonstrated through CVs, organograms, and registration certificates.
• Compliance and Professional Conduct: Demonstrated adherence to professional codes of conduct, ethical standards, and quality management systems.
