Objectives

The primary objective of this tender is for CapeNature to appoint a service provider to render a shuttle service for hikers on the Whale Trail within the De Hoop Nature Reserve. The service aims to facilitate daily transportation of hikers between Koppie Alleen and Potberg Office, ensuring smooth operation of the 5-day hiking trail and supporting tourism activities in the area.

Scope

The scope includes providing a vehicle shuttle service for 12 hikers daily at the end of the 5-day hike, covering approximately 30 km between Koppie Alleen and Potberg Office within the De Hoop Nature Reserve. The service will operate during specified times, with pick-up at Koppie Alleen and drop-off at Potberg Office, on gravel roads, with collection estimated at 31 days per month. The service must adhere to specified routes, timings, and safety standards, including vehicle maintenance, driver licensing, and operational planning.

Technical Requirements

• The shuttle vehicle must be a suitable, non-salvaged, and non-rebuilt model equipped with:
  • Working air conditioning
  • First aid kit
  • Fire extinguisher (serviced annually)
• The vehicle must be operated by a licensed driver with a valid PDP (Professional Driving Permit).
• The vehicle must be insured against loss or damage during transit and operation.
• The service provider must ensure vehicle maintenance, pre-inspections, and breakdown management to guarantee daily operational reliability.
• The uniform of drivers must be pre-approved by CapeNature.
• The service must include operational plans, safety protocols, and adherence to specified pick-up/drop-off points with GPS coordinates.
• Service delivery is subject to weather conditions and trail closures, with no claims for days when the trail is not operational.
• Service providers must register workers with UIF prior to commencement.

Skills Requirements

• Proven experience in providing shuttle or transportation services within the tourism or outdoor recreation sector, with at least three similar projects completed in the past five years.
• Ability to operate vehicles suitable for gravel roads within a nature reserve environment.
• Competence in vehicle maintenance, safety checks, and breakdown management.
• Knowledge of safety protocols, including first aid and fire safety.
• Effective operational planning and logistical management skills to ensure timely pickups and drop-offs.
• Qualified and licensed drivers with valid PDP and a clean driving record.
• Capacity to adhere to environmental and safety regulations within a protected area.
