Objectives

The primary objective is to appoint a qualified contractor to deliver consistent, high-quality cleaning and refuse removal services across designated municipal areas within the Matatiele Local Municipality. The contract aims to maintain public hygiene, ensure efficient waste management, and uphold community health and environmental standards.

Scope

The service covers multiple geographic zones, including Matatiele town centre, BuXTon Park, New Jerusalem, all residential areas within the Central Business District (CBD), Mountain View, and Harry Gwala Park. The work encompasses routine street sweeping, litter collection, household and commercial refuse removal, waste transportation, and lawful disposal at approved facilities. Three separate bid lots (MATAT/2026/2027-01, -02, and -03) correspond to different service zones, allowing bidders to apply for one or multiple areas.

Technical Requirements

• Provision of suitable refuse collection vehicles, sweepers, compactors, and associated machinery capable of handling municipal-scale operations.
• Implementation of health, safety, and environmental management systems compliant with national regulations.
• Maintenance of an organised fleet and equipment schedule to ensure uninterrupted service delivery.
• Submission of completed Mandatory Bid Document (MBD) forms, including proof of Central Supplier Database (CSD) registration, financial statements, preference point claims, and relevant experience references.
• All quotations must be firm and inclusive of Value Added Tax (VAT).

Skills Requirements

• Proven project and site management experience in public sector or municipal environments.
• Logistics coordination expertise for daily refuse collection routes, vehicle scheduling, and depot management.
• Supervisory and workforce management capabilities, including training staff on occupational health and safety protocols.
• Familiarity with South African municipal supply chain management policies and preferential procurement frameworks.
• Ability to structure and manage joint ventures, supported by a formally signed agreement outlining roles, responsibilities, and liabilities.

• MBD Forms: Standardised government bidding templates. MBD 3.3 covers conflict-of-interest declarations; MBD 4 handles preference point claims; MBD 6.1 requires financial information; MBD 8 verifies past performance; MBD 9 addresses local content and small enterprise status.
• CSD Registration: A mandatory National Treasury database that validates supplier eligibility for all government contracts.
• Ethics Commitment & Authority to Sign: Legal declarations confirming adherence to anti-corruption standards and authorising the signatory to legally bind the organisation to the contract.
