Objectives

The primary objective is to appoint a qualified service provider to deliver consistent, high-quality cleaning and refuse removal services across the Mountainview and Harry Gwala Park areas. The contract aims to maintain public health standards, improve environmental hygiene, and ensure efficient waste management in alignment with Matatiele Local Municipality’s service delivery mandates.

Scope of Work

The scope encompasses routine municipal sanitation operations, including street sweeping, litter collection, refuse bin emptying, and general waste removal within the designated zones. Specific operational parameters such as service frequency, coverage boundaries, equipment provisioning, and waste disposal protocols are detailed in the official tender documentation. The successful bidder will be responsible for end-to-end execution, including labour deployment, logistics, and ongoing compliance monitoring.

Technical Requirements

Bidders must demonstrate the technical capacity to meet municipal sanitation standards, which typically include provision of appropriate cleaning machinery, refuse collection vehicles, safety equipment, and compliant waste handling procedures. Detailed technical specifications, performance benchmarks, reporting formats, and quality assurance measures are stipulated in the complete tender package. All operations must comply with national environmental protection and occupational health and safety regulations.

Skills & Experience Requirements

Applicants should possess verifiable experience in municipal or large-scale commercial cleaning and refuse management contracts. Essential competencies include project coordination, fleet and equipment maintenance, workforce supervision, regulatory compliance, and financial stability. A demonstrated track record of delivering similar public sector services, alongside adequate staffing and logistical infrastructure, is required to ensure uninterrupted and effective service delivery.

Key Compliance & Evaluation Framework

The tender operates under South Africa’s standard public procurement framework. Notable terms include:

• 80/20 Evaluation Criteria: A scoring model where 80 points are allocated to price and functional capability, and 20 points are reserved for preferential procurement preferences (e.g., Broad-Based Black Economic Empowerment status and historically disadvantaged enterprises).
• MBD Forms: Mandatory Bid Documentation forms required by South African municipalities to verify legal registration, financial health, tax compliance, and ethical conduct.
• CSD Registration: A mandatory requirement for all suppliers to be registered on the Central Supplier Database, the national government repository used for vetting and managing contracted entities.
• Firm VAT-Inclusive Pricing: All quoted rates must be final and include value-added tax, with no hidden or additional charges permitted during the contract period.

Tenders will be evaluated strictly in accordance with the Matatiele Local Municipality Supply Chain Management Policy, the Preferential Procurement Policy Framework Act, and Section 217 of the Constitution. Failure to submit any mandatory documentation will result in immediate disqualification.
