Objectives

The primary objective of this tender is to secure a service provider capable of handling the clearance of cargo for the Gough Island 2026 relief voyage. This includes the customs clearance, forwarding, stevedoring, loading, and off-loading of cargo associated with the Department of Forestry, Fisheries & Environment's operations, ensuring efficient logistical support for the research and supply missions to Gough Island and related Antarctic and Sub-Antarctic stations.

Scope

The scope encompasses:

• Pre-departure cargo clearance of all DFFE and affiliated science group cargo, including equipment, supplies, fuel, chemicals, and medical items.
• Loading cargo onto the vessel SA Agulhas II for the Gough Island relief voyage scheduled for September 2026.
• Post-return cargo clearance, including off-loading used and damaged items, waste, and obsolete equipment.
• Provision of personnel including a foreman, forklift drivers, gangway personnel, and laborers for cargo operations.
• Adherence to health, safety, and customs regulations throughout the cargo handling process.

The operations involve managing cargo for multiple stations, ensuring timely loading and off-loading, and complying with specific container specifications and safety protocols.

Technical Requirements

• Provision of SARS-certified clearing agents with proof of certification.
• Ability to handle break-bulk cargo transported in specially designed containers weighing approximately 500kg.
• Provision of appropriate licenses for operators and forklift machinery.
• Compliance with health and safety standards as per national government guidelines.
• Efficient cargo documentation and timely provision of release documentation before vessel departure and arrival.
• Management of all import/export customs procedures under the service provider’s own customs number unless otherwise advised.
• Capacity to perform cargo operations within the operational norms of 2-3 days for loading and 1-2 days for off-loading, with flexibility for adjustments.

• Certified customs clearing agents with SARS accreditation.
• Experienced personnel in cargo handling, stevedoring, and logistics management.
• Skilled forklift operators with valid licenses for operating relevant machinery.
• Personnel trained in health and safety protocols relevant to cargo operations in a maritime and remote environment.
• Effective communication skills for reporting cargo tallies and coordinating with DFFE officials.
• Ability to manage documentation, including invoices, cargo lists, and clearance certificates, accurately and efficiently.
