Objectives

The primary objective of the tender is to appoint a service provider responsible for the compilation and maintenance of general and supplementary property valuation rolls within the Kouga Municipality. This includes ensuring accurate, up-to-date valuations to support municipal revenue generation, community participation, and compliance with relevant legislation such as the Local Government: Municipal Property Rates Act, 2004.

Scope

The scope encompasses:

• Compilation of a comprehensive general valuation roll for the period 1 July 2026 to 30 June 2030.
• Preparation and maintenance of supplementary valuation rolls annually, including updates for new developments, subdivisions, consolidations, and other changes.
• Assistance with community engagement, public awareness, and valuation objections.
• Performing ad-hoc valuations for municipal purposes such as disposal or rental of municipal properties.
• Provision of data collection, validation, and transfer, including GIS and aerial imagery integration.
• Printing, binding, and electronic submission of valuation rolls and related documentation.
• Attendance at valuation appeal hearings and handling of objection processes.

Technical Requirements

The technical scope includes:

• Accurate data collection through physical inspections, cadastral and deeds data reconciliation, and GIS integration.
• Preparation of draft and final valuation rolls in compliance with legislative and municipal standards, including Section 48(2) and Section 49 of the Act.
• Internal and external quality control, monitoring, and correction of valuation data.
• Timely submission of draft, certified, and supplementary valuation rolls within specified deadlines.
• Handling objections and public awareness campaigns in accordance with legislative requirements.
• Provision of electronic data in formats compatible with municipal systems, including GPS coordinates, aerial imagery, and property details.
• Implementation of data backup, disaster recovery, and confidentiality protocols.
• Compliance with occupational health and safety, insurance, and professional registration standards.

Skills and Experience Requirements

The tenderer must demonstrate:

• Proven experience in municipal valuation, with a minimum of 15 completed valuation projects involving at least 15,000 properties.
• Experience in compiling and maintaining municipal valuation rolls, including supplementary rolls, with references from previous municipalities.
• Qualified personnel, including a designated Municipal Valuer registered with the South African Council for the Property Valuers Profession, and assistant valuers with relevant qualifications and experience.
• Expertise in GIS, aerial photography, cadastral data reconciliation, and valuation methodologies.
• Ability to manage large datasets, ensure data integrity, and produce auditable reports.
• Capacity to meet strict deadlines, attend valuation appeal hearings, and handle public engagement activities.
• Demonstrated understanding of legislative requirements, valuation standards, and confidentiality obligations.
