Objectives

The tender aims to construct five ablution facilities and refurbish the DLTC building, covering site development, building works, installation of services, and associated infrastructure to meet specified standards and client requirements.

Scope

The scope includes:

• Construction of ablution facilities and refurbishment of the DLTC building.
• Provision of preliminary works, earthworks, concrete, masonry, waterproofing, roofing, carpentry, glazing, painting, and finishes.
• Installation of electrical, mechanical, fire detection, plumbing, drainage, and other services.
• Provision of external works including roads, paving, kerbs, stormwater drainage, and landscaping.
• Supply and installation of doors, windows, ironmongery, metalwork, and specialist equipment.
• Provision for provisional sums and allowances for additional works, contingencies, and variations.

Technical Requirements

The project must adhere to:

• JBCC Principal Building Agreement Edition 6.2 May 2018 and associated general preliminaries.
• Relevant SANS standards, including SANS 1200 series for earthworks, concrete, masonry, waterproofing, and other construction aspects.
• Compliance with health, safety, environmental regulations, and legislation such as the Occupational Health & Safety Act.
• Design, supply, and installation of all structural, roofing, waterproofing, and finishing elements as per manufacturer specifications and approved drawings.
• Proper coordination of services, including electrical, mechanical, fire, and plumbing installations, with appropriate testing and commissioning.
• Provision of as-built drawings, warranties, guarantees, and manuals prior to project completion.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in constructing similar facilities, including ablution blocks and refurbishment projects.
• Competence in managing complex projects with multiple trades, ensuring quality and adherence to standards.
• Capability to interpret and implement technical specifications, drawings, and manufacturer instructions.
• Qualified personnel including project managers, site supervisors, safety officers, and technical specialists (e.g., MEPF coordinators, structural engineers).
• Experience in health, safety, and environmental management on construction sites.
• Ability to coordinate and supervise subcontractors and suppliers effectively.
• Knowledge of relevant legislation, standards, and best practices in construction and service installation.
• Capacity to produce detailed programmes, shop drawings, and quality assurance documentation.
