Objectives

The primary objective of the tender is to construct the Edenville Municipal Offices to improve civic accessibility, streamline public service delivery, decentralize municipal operations, reduce travel times, alleviate congestion at central headquarters, lower long-term operational costs, and foster closer engagement with local communities.

Scope

The scope of work includes:

• Construction of the municipal building with offices, boardroom, kitchen, strong room, etc.
• Water and sanitation infrastructure
• Stormwater infrastructure
• Parking facilities
• Earthworks, foundations, masonry, roofing, ceilings, plumbing, electrical, painting, stormwater drainage, sewer systems including septic tanks
• Temporary works and site establishment
• Reinstatement of existing structures and surfaces affected during construction

The works are located within the Ngwathe Local Municipality in Edenville, with specific site and environmental considerations as detailed in the project documentation.

Technical Requirements

The technical requirements encompass:

• Adherence to the Standard Specifications for Civil Engineering Construction (SANS 1200 series) and relevant standards
• Compliance with environmental management, health and safety regulations, including preparation of a comprehensive Health and Safety Plan
• Provision of detailed drawings, site management plans, and environmental safeguards
• Use of labour-intensive construction methods where specified, with local employment and skills development
• Implementation of quality control measures, including testing and inspection of materials and workmanship
• Proper management of existing services and infrastructure, with minimal disruption and damage
• Preparation and submission of detailed programmes, progress reports, and documentation for approval
• Compliance with environmental, safety, traffic management, and community liaison requirements

Skills and Skills Requirements

The tender emphasizes the need for:

• Registered CIDB contractor grading of 5GB or higher
• Management and supervisory personnel with relevant experience and qualifications, including:
• Contracts Manager (minimum 5 years’ experience, BSc/BTech Civil Engineering)
• Construction Manager / Site Agent (minimum 5 years’ experience)
• Foreman (minimum 5 years’ experience, NQF 4 qualification)
• Health and Safety Officer (minimum 5 years’ experience, NQF 6 qualification)
• Local recruitment of labour, including management and supervisory staff satisfying scope requirements
• Provision of skilled and competent personnel for labour-intensive components, supervision, and project management
• Experience in civil, electrical, mechanical, and environmental management, with CVs and proof of qualifications to be submitted
• Implementation of a comprehensive health and safety management system, including appointment of qualified safety personnel, training, and record-keeping
• Participation in community liaison, environmental management, and EPWP (Expanded Public Works Programme) activities, including training, employment, and reporting
