Objectives

The primary objective of this tender is to construct a new Accident & Emergency Ward at Kuruman District Hospital, including all associated works such as foundations, building structures, roofing, internal finishes, electrical and mechanical installations, external works, and related services. The project aims to deliver a fully functional emergency ward that meets specified standards, safety, and quality requirements within the stipulated timeframe.

Scope

The scope encompasses:

• Construction of the new emergency ward building, including demolitions, foundations, masonry, concrete, roofing, carpentry, ceilings, flooring, plastering, tiling, and finishes.
• External works such as site clearance, earthworks, roads, stormwater drainage, fencing, landscaping, and external services.
• Installation of electrical systems, including distribution boards, wiring, lighting, power, and emergency systems.
• Mechanical services including HVAC systems, fire detection and suppression, plumbing, drainage, and associated equipment.
• Provision of provisional sums for additional works like security, CCTV, furniture, signage, and other ancillary services.
• Compliance with health, safety, environmental, and local regulations throughout the project.

Technical Requirements

The technical requirements include:

• Adherence to CIDB grading standards (minimum of Grade 7GB or equivalent) and CIDB Standard for Uniformity in Construction Procurement.
• Compliance with the JBCC 2000 Principal Building Agreement and associated contract data.
• Use of specified materials, products, and workmanship as per the tender documents and relevant standards (e.g., SABS, PW371).
• Implementation of health and safety standards in line with Occupational Health and Safety Act (Act 85 of 1993) and Construction Regulations 2014.
• Provision of quality assurance, testing, and inspection procedures, including concrete testing, steelwork certification, and safety compliance.
• Incorporation of local content and B-BBEE requirements, with specified minimum thresholds for local procurement.
• Provision for project management, scheduling, and coordination to ensure timely completion within the stipulated construction period.

Skills Requirements

The tender mandates the following skills and personnel qualifications:

• Qualified Construction Manager/Supervisor with a National Diploma or higher, registered with SACPCMP (Pr. CM-SACPCMP), with experience on projects exceeding R25 million.
• SHEQ (Safety, Health, Environment, Quality) Officer with relevant qualifications (NQF Level 6 or higher) and experience on large projects.
• Electrical and Mechanical engineers and technicians with appropriate registration and experience in healthcare or similar infrastructure projects.
• Key personnel must provide certified proof of qualifications and experience, including certificates of registration, project references, and relevant training.
• Bank rating and financial stability to ensure capacity to undertake the project.
• Compliance with the CIDB registration and grading requirements, including active registration on the CSD database.
• Demonstrated capacity to manage health and safety, environmental standards, and quality assurance processes.
