Objectives

The primary objective of this tender is to construct the Imvutshane Gauging Weir within a 6-month timeframe. The project aims to deliver water infrastructure that meets specified standards, promotes local enterprise participation, and aligns with uMngeni-uThukela Water’s empowerment and transformation goals.

Scope

The scope includes:

• Design and construction of the Imvutshane Gauging Weir as per standard and particular specifications.
• Site access, environmental management, health and safety compliance.
• Preparation of detailed programmes, method statements, and quality assurance plans.
• Engagement with local communities and targeted enterprises, including subcontracting and partnership arrangements.
• Provision of all necessary resources, plant, and personnel to complete the project.

Technical Requirements

The technical requirements encompass:

• Construction of a concrete weir with height of at least 1 meter, adhering to standard and specific project specifications.
• Preparation and submission of method statements detailing approach to site establishment, river diversion, risk management, and concrete pours.
• Development of preliminary and detailed programmes reflecting project sequencing and timelines.
• Provision of registration certificates, environmental and safety management plans, and quality assurance documentation.
• Compliance with environmental, health and safety, and quality standards, including ISO 9001 and ISO 14001 where applicable.
• Submission of proof of attendance at compulsory site meetings and all required returnable documents.

Skills Requirements

The tenderer must demonstrate:

• Experience in constructing concrete dams, weirs, or reservoirs of similar height and complexity, with contactable references.
• Qualified personnel including:
• Contracts Manager with experience in water infrastructure projects.
• Site Agent with civil engineering qualifications.
• Civil Works Foreman with relevant experience.
• Safety Officer registered with SACPCMP.
• Capability to develop and implement comprehensive method statements, quality, and environmental management plans.
• Availability of plant and equipment suitable for the scope of work.
• Proven ability to manage local enterprise participation and meet empowerment targets.
• Financial stability demonstrated through bank ratings or equivalent documentation.
• Compliance with health and safety regulations, including submission of a safety plan and relevant certifications.

All bidders must meet eligibility criteria, including CIDB grading of 7CE or higher, and achieve at least 35% Contract Participation Goals, with specific targets for local and uMngeni-uThukela Water area enterprises.
