Tender Summary: Darvill WWW Office Cleaning Services

Objectives

To appoint a qualified, independent service provider to deliver comprehensive cleaning and facility maintenance services at the Darvill Wastewater Works office complex for a five-year period. The primary goal is to maintain high hygiene, safety, and environmental standards while ensuring operational efficiency, regulatory compliance, and client satisfaction.

Scope of Work

The contract covers general and specialized cleaning across approximately 837 square meters of facilities, including offices, control rooms, laboratories, ICT server rooms, ablution facilities, meeting spaces, foyers, stairways, guardhouses, canteens, and outdoor areas. Services must be rendered daily between 07h30 and 15h30. Key activities include:

• Waste management, separation, and bin cleaning.
• Routine surface cleaning, dusting, and disinfection of high-touch areas using environmentally friendly products.
• High-rise and normal window cleaning, floor stripping, and outdoor concrete/paving cleaning.
• Kitchen support, including dishwashing and replenishment of supplies.
• Meeting room setup, sanitization, and refreshment service upon request.
• Provision of all necessary cleaning equipment, consumables, chemicals, and personal protective equipment (PPE).
• Deployment of trained permanent and relief cleaning staff, alongside ongoing skills development.

Technical Requirements

• Mandatory Compliance: Valid Compensation for Occupational Injuries and Diseases (COID) registration, Bargaining Council for the Contract Cleaning Industry (BCCCI) certification, operational location within the Msunduzi Municipality, and Central Supplier Database (CSD) registration.
• Evaluation Criteria: Bids are scored on functionality (minimum 70 points required), weighting contract manager experience (60%) and site supervisor experience (40%). Preference is awarded using an 80/20 system (80 points for price, 20 points for specific goals such as youth or women ownership).

• Regulatory & Safety Knowledge: Proficiency in implementing Safety, Health, Environment, and Quality (SHEQ) standards, with specific understanding of the Occupational Health and Safety Act and sector-specific cleaning regulations.
• Operational Capability: Ability to train staff, manage absenteeism through reliable relief personnel, and enforce strict hygiene protocols in sensitive environments (e.g., laboratories, server rooms).
• Administrative & Reporting Skills: Competency in accurate monthly invoicing, CPG partner monitoring, cash flow projection submission, and maintaining compliance documentation throughout the five-year term.
