Objectives

The primary objective of this tender is to establish a database registration system for scholar transport service providers in Mpumalanga Province. This system aims to facilitate the provision of safe, reliable, and efficient scholar transport services as and when required over a period of five (05) years, supporting government policies to improve access to education, especially in rural areas.

Scope

The scope includes:

• Registration of scholar transport service providers within Mpumalanga Province.
• Provision of transport services for learners, including trips longer than 5 km outside the 5 km radius.
• Ensuring transport safety, reliability, and compliance with relevant standards.
• Operational coverage across specified regions (Bohlabela, Ehlanzeni, Gert Sibande, Nkangala).
• Duration of the registration and service provision is five (05) years.

Technical Requirements

The technical requirements include:

• Vehicles must be roadworthy, with valid Certificates of Fitness and Roadworthiness, not older than three months.
• Proof of vehicle ownership (lease agreements are not acceptable).
• Vehicles must pass fitness tests conducted by Mpumalanga DSSR and ENatis verification.
• Vehicles must be appropriately insured (passenger liability of R50,000 or more per passenger).
• Bidder to select one region for operation and provide proof of regional registration.
• Vehicles must meet safety and operational standards as specified in the bid documents.
• All vehicles must be registered on the National Treasury Central Supplier Database (CSD).

Skills Requirements

The skills and capabilities required from bidders include:

• Experience in providing scholar transport or similar services, with evidence of past contracts and appointment letters.
• Capacity to operate within the selected region, including logistical and operational planning.
• Ability to ensure vehicle maintenance, safety compliance, and timely service delivery.
• Knowledge of relevant legal and safety standards, including vehicle fitness and passenger liability requirements.
• Capacity to manage administrative and reporting obligations, including compliance documentation and verification processes.
• Understanding of the procurement and contractual obligations as outlined in the bid documentation.
