Objectives

The primary objective of this tender is to appoint a Service Provider to perform mechanical engineering services for the repair and refurbishment of the Dealesville Magistrate’s Office. The scope includes addressing structural, civil, electrical, and mechanical defects, with a focus on repairs to roofs, tiles, window frames, electrical fittings, perimeter fencing, civil infrastructure, and air-conditioning systems.

Scope

The scope encompasses:

• Basic mechanical engineering services for repair and renovation of the Magistrate’s Office complex.
• Addressing structural, civil, electrical, and mechanical defects.
• Specific tasks include roof repairs, tile replacements, window and crack repairs, electrical wiring and fittings, perimeter fencing, civil infrastructure, and air-conditioning systems.
• Provision of services across all project stages from inception to close-out, including design, documentation, procurement, construction monitoring, and project close-out.
• Additional services such as environmental impact assessments, targeted procurement, and compliance with relevant legislation and standards.

Technical Requirements

The technical requirements include:

• Provision of professional mechanical engineering services aligned with the 2023 NDPW Scope of Engineering Services and Tariff of Fees.
• Design and documentation compliant with local standards, regulations, and environmental considerations.
• Coordination with other disciplines (civil, electrical, structural) and service providers.
• Implementation of labour-intensive construction methods where applicable, in accordance with EPWP guidelines.
• Adherence to safety, environmental, and legislative standards, including the Occupational Health and Safety Act and environmental regulations.
• Provision of construction monitoring services, including site inspections, quality assurance, and supervision.
• Preparation of final documentation, as-built drawings, and operation manuals.
• Compliance with project milestones, reporting, and project management procedures.

Skills Requirements

The skills and qualifications required for the tender include:

• Registered professional mechanical engineers or registered mechanical engineering technologists, with current registration certificates and registration numbers.
• Experience in mechanical systems repair, refurbishment, and civil infrastructure projects.
• Proven capability in designing, documenting, and managing repair and refurbishment projects within the public sector.
• Ability to coordinate multidisciplinary teams, including civil, electrical, and structural engineers.
• Competence in environmental impact assessments and compliance with environmental legislation.
• Experience in implementing labour-intensive construction methods in line with EPWP standards.
• Strong project management, reporting, and communication skills, including the ability to meet project milestones and deliverables.
• Capability to provide construction supervision, quality assurance, and final documentation.
