Objectives

The primary objective of this tender is to procure professional town planning services for the site clearance and development of a 1500-bed facility at Leeuwkop Juvenile Correctional Centre in Johannesburg. The services aim to facilitate all statutory, environmental, and municipal processes necessary for the lawful development and township establishment of the proposed facility, including site investigations, land use planning, environmental assessments, and legal land transfer procedures.

Scope

The scope encompasses comprehensive town planning and related professional services, including:

• Site identification, audit, and feasibility analysis
• Preparation and submission of township establishment applications
• Coordination of specialist studies (civil, electrical, geotechnical, environmental, traffic, land surveying, conveyancing)
• Environmental impact assessments and authorizations
• Land ownership and servitude investigations
• Preparation of land use maps, site development plans, and general plans
• Legal procedures for land transfer, registration, and servitude management
• Traffic impact assessments and infrastructure planning
• Compliance with legislation, municipal bylaws, and environmental regulations
• Preparation of reports, documentation, and final site clearance submissions

Technical Requirements

The technical requirements include:

• Provision of detailed land use, topographical, and cadastral surveys, including SG diagrams and site maps
• Preparation of township establishment and site development applications in accordance with municipal and legislative standards
• Environmental assessments complying with NEMA and related regulations, including EIA or Basic Assessment processes
• Geotechnical investigations with soil testing and foundation recommendations, especially on dolomite land
• Water supply and sewage/wastewater infrastructure feasibility studies, including capacity and sustainability assessments
• Electrical infrastructure assessment, load calculations, and connection planning
• Traffic impact analysis, road network planning, and mitigation measures
• Land surveying, mapping, and preparation of general and surveyor’s diagrams
• Legal land transfer procedures, servitude registration, and compliance with property legislation
• Preparation of comprehensive reports, plans, and documentation for approval and registration

Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Registered professional town planners (SACPLAN registered) with relevant project experience
• Qualified civil, electrical, geotechnical, environmental, traffic, and land survey professionals registered with the appropriate councils (ECSA, SACNASP, SAGC, PLATO, LPC, EAPASA)
• Experience in township establishment, land use planning, and environmental impact assessments
• Legal expertise in land transfer, servitude registration, and property law
• Ability to coordinate multidisciplinary teams and specialist consultants
• Proven track record in managing complex development projects within legislative and environmental frameworks
• Capacity to prepare detailed technical reports, plans, and applications compliant with municipal and national legislation
• Experience in stakeholder engagement, public participation, and statutory approval processes
