Objectives

The primary objectives of this tender are to:

• Repair and maintain air-conditioning units and cold room facilities at the Valleyview CYCC in Overport.
• Ensure the functionality and safety of the cooling systems for a contract period of 12 months.
• Comply with relevant health, safety, and environmental standards during the execution of the works.
• Promote fair procurement practices through adherence to the Department of Social Development’s policies and regulations.

Scope

The scope of work includes:

• Repair, servicing, and maintenance of air-conditioning units (including split-type units and heat pumps).
• Repair and servicing of cold rooms and cold storage facilities.
• Supply and installation of necessary electrical components such as circuit breakers, cables, and isolators.
• Adherence to specifications for electrical and mechanical systems as detailed in the tender documentation.
• Provision of all materials, labor, and equipment necessary for the completion of repairs and maintenance over the 12-month contract period.

Technical Requirements

The technical requirements include:

• Compliance with CIDB registration of at least 1 ME or higher.
• Provision of qualified and experienced personnel, including site managers, artisans, and safety officers.
• Adherence to occupational health and safety regulations, including submission of safety plans and risk assessments.
• Use of approved and certified materials and equipment, including electrical and refrigeration components.
• Implementation of HIV/AIDS awareness and health programs as specified in the tender, including distribution of condoms and awareness posters.
• Provision of detailed schedules, site inspection certificates, and safety declarations as part of the tender submission.

Skills Requirements

The successful bidder must possess the following skills and competencies:

• Technical expertise in refrigeration, air-conditioning, and electrical systems repair and maintenance.
• Qualified artisans with relevant CIDB registration and experience in HVAC and cold room systems.
• Competence in health and safety management, including the development and implementation of safety plans and risk assessments.
• Ability to manage project schedules, site safety, and environmental compliance effectively.
• Experience in executing similar repair and maintenance projects within the public sector or similar environments.
• Capacity to deliver quality work within the specified contract period, supported by appropriate resources and personnel.
