Objectives

The primary objectives of the tender are to:

• Reduce the risk of HIV transmission between construction workers and the local community.
• Raise awareness among construction workers and the local community about HIV/AIDS and its prevention.
• Promote early diagnosis of HIV/AIDS and related sexually transmitted infections (STIs).
• Assist affected individuals in accessing appropriate care and counseling services.

Scope

The scope of work includes:

• Provision of HIV/AIDS awareness programs for construction workers and the local community, including structured education sessions conducted by qualified service providers.
• Distribution of condoms to construction workers at accessible points on site, protected from environmental elements.
• Promotion of voluntary HIV/STI testing and counseling services.
• Display of awareness posters or distribution of informational pamphlets in languages understandable by workers.
• Repetition of awareness programs at four-month intervals throughout the contract duration.
• Preparation of reports on actions taken and attendance, certified by the employer’s representative.
• Conducting awareness sessions for the local community at least twice during the contract period.

Technical Requirements

The technical requirements include:

• Engagement of qualified service providers to conduct HIV/AIDS awareness programs.
• Availability and protection of condoms in accordance with SABS ISO 4074 standards.
• Display of awareness posters or distribution of pamphlets in relevant languages.
• Implementation of HIV counseling, testing, and referral services.
• Provision of suitable venues for awareness sessions.
• Regular reporting and certification of activities and attendance by the employer’s representative.
• Conducting awareness programs for the local community at specified intervals.

Skills Requirements

The skills and competencies required for personnel involved in the project include:

• For supervisory and management staff:
  • Completion of a skills program in labour-intensive construction systems and techniques, including NQF Level 2 units for supervisors and NQF Level 5 for site managers.
  • Experience in managing labour-intensive projects, particularly in infrastructure works.
• For community engagement and awareness activities:
  • Qualified service providers with expertise in HIV/AIDS education and counseling.
  • Personnel capable of delivering awareness programs, distributing condoms, and facilitating testing and referral services.
• General skills:
  • Ability to prepare reports and certify activities.
  • Knowledge of health and safety regulations related to HIV/AIDS programs.
