The primary objective is to appoint a qualified service provider to manage the end-to-end production cycle of Financial and Fiscal Commission publications over a twenty-four-month contract period. The appointment aims to secure reliable, high-quality editorial, design, printing, and distribution services that support the Commission’s statutory reporting and advisory functions.
The contractor will oversee the complete lifecycle of multiple annual publications, including the Division of Revenue Submission, Technical Reports, and Policy Briefs. Responsibilities span conceptual design, comprehensive editing, rigorous proofreading, typesetting, layout creation, and final print production. The service provider must transform raw manuscripts into polished, publication-ready PDFs and physical copies while strictly adhering to formatting guidelines. Key tasks include developing cover and chapter concepts, sourcing stock imagery, reconstructing complex tables and graphs, optimizing content for digital platforms, and executing print specifications involving specific paper weights, colour treatments, and binding methods. Notably, the tender requires PUR binding (a durable polyurethane reactive adhesive method for perfect-bound publications) and Vandykes verification (the review of press proofs and colour separation sheets to ensure print accuracy before mass production). The contractor will also manage production schedules, supervise external vendors, and deliver finished materials to the designated facility.
Bidders must comply with standard public procurement frameworks, including registration on the Central Suppliers Database (CSD), which is the official national registry for verifying supplier legitimacy and tax compliance. Required documentation includes completed Standard Bidding Documents (SBD 1, 4, and 6.1), which are mandatory government forms for bid submission, declaration of interest, and preference claims, alongside a signed Protection of Personal Information Act (POPIA) Compliance Annexure. Evaluation utilizes an 80/20 preference point system, allocating 80% of scoring to price and 20% to socio-economic transformation goals. To advance, bidders must secure a minimum of 70 functionality points by submitting three recent reference letters for comparable printing/publishing work, a team leader’s CV demonstrating at least five years of industry experience, a detailed project methodology outlining milestones and delivery timelines, and a company profile confirming a minimum of three years in publishing. All financial proposals must use the prescribed pricing schedule, inclusive of applicable taxes. Standard general conditions apply, governing performance security, twelve-month defect warranties, thirty-day payment cycles, delay penalties, and formal dispute resolution procedures.
The service provider must possess advanced competencies in editorial management, graphic design, and commercial print production. Essential skills include developmental and line editing, fact-checking, index compilation, and strict adherence to institutional style guides. Design capabilities must encompass multi-concept visual planning, professional typography, colour separation, and responsive web formatting. Technical proficiency in desktop publishing software is mandatory for precise layout, accurate table reconstruction, and mock-up assembly. Furthermore, the contractor requires robust project management expertise to coordinate complex timelines, manage production budgets, supervise subcontractors (including typesetters, illustrators, and printers), and ensure seamless integration of textual content and visual elements across all deliverables.
