Objectives

The primary objectives of the tender are to develop a Social Progress Index (SPI) Tracking Platform that enables ECSECC to:

• Track non-economic social development indicators effectively.
• Combine SPI data with existing economic and statistical indicators to assess the impact of interventions on social and financial well-being in the Eastern Cape.
• Enhance the quality and relevance of data produced, supporting ECSECC’s mandate.
• Strengthen ECSECC’s position as a key data and policy reference for evaluation and long-term planning.

Scope

The scope involves:

• Developing or customizing a Social Progress Index aligned with recognized global standards, tailored to the Eastern Cape context.
• Integrating the SPI with a GIS-based platform linked to the Ward-Based Information System and the Eastern Cape Interactive Planning Atlas, utilizing maps and dashboards.
• Assisting in collecting relevant social progress data and integrating it into the GIS platform for testing and demonstration.

The platform must ensure data alignment at provincial, district, and local levels, support API integration, and operate in a hybrid environment (cloud-based and on-premises). It should facilitate advanced visualizations, GIS support, and interoperability with various data sources and tools.

Technical Requirements

• Data sets must support spatial analysis and be compatible with GIS tools (e.g., shapefiles, GeoJSON, KML).
• Hosted on a secure cloud platform (AWS, Azure) with on-premises hosting options, ensuring data privacy, security, and compliance with governance policies.
• Integration capabilities include RESTful APIs, SOAP, XML/JSON, and support for tools like R, Python, Power BI, Tableau, QlikView, ArcGIS, and Google Maps.
• Features include automated data harvesting, manual data entry, mobile data collection, a central scalable database, data validation, metadata management, indicator processing, trend analysis, interactive dashboards, exportable reports, and open data portals.
• Support for geo-tagged data, real-time updates, and integration with citizen feedback platforms.
• System must be scalable, modular, and capable of integrating into both cloud-native and legacy environments.

Skills Requirements

Bidders must demonstrate:

• Strong qualitative and quantitative data analysis skills, with experience in social index methodologies and composite indicators (SPI, HDI, SDGs).
• Proficiency in data tools such as MS Excel, R, Python, SPSS, Power BI, Tableau, and GIS platforms (ArcGIS, QGIS).
• Experience in developing or adapting social monitoring systems, scorecards, dashboards, and mobile apps for data collection.
• Ability to handle spatial data, API integration, and interoperability with national and international data sources.
• Knowledge of data security, privacy standards, and ethical handling of sensitive information.
• Proven track record in delivering similar projects at national or regional levels, demonstrating capacity to meet technical and operational requirements.
