Objectives

The primary objective of this tender is to procure services for a Diagnostic and Cohesion Facilitation initiative aimed at strengthening team cohesion within SAMSA. The intervention seeks to identify and address barriers affecting team effectiveness, promote psychological safety, enhance communication, and foster high-performance behaviors among a team of 40 officials. The goal is to move beyond surface-level symptoms to address root causes of disengagement and conflict, ultimately improving organizational cohesion and performance.

Scope

The scope includes delivering a comprehensive team facilitation process comprising:

• Anonymous climate surveys to understand team challenges
• Stakeholder briefing sessions with leadership
• Facilitated safe space dialogues to surface grievances and barriers
• Analysis of communication styles and their impact on team dynamics
• Development of a Team Charter outlining norms and conflict resolution protocols
• Workshops on constructive feedback and professional conduct
• Action planning for sustained team functioning
• Preparation of reports summarizing themes and recommending long-term interventions

The intervention will be conducted in Gauteng, with the venue to be confirmed, and aims to improve team cohesion over a period of 6 to 12 months.

Technical Requirements

• Delivery of pre-session diagnostics, stakeholder briefings, and surveys
• Facilitation of team dialogue sessions and workshops
• Analysis of communication styles and team challenges
• Development of a Team Charter and action plans
• Provision of detailed reports including diagnostics, themes, and recommendations
• Long-term follow-up and support for team health and cohesion

The service provider must ensure confidentiality, professionalism, and alignment with SAMSA’s SCM processes. The facilitator must meet specific experience and qualification criteria as outlined in the tender.

Skills Requirements

• Facilitator Qualifications: Minimum of SA NQF Level 8 or higher in Industrial Psychology, Organisational Behaviour, HR Management, or Social Sciences.
• Experience: At least 10 years of high-level facilitation and organisational development experience, particularly in managing organizational challenges such as conflict, disengagement, and change interventions.
• Professional Registration: Must be registered with HPCSA or SABPP, with proof of registration.
• Organisational Experience: Demonstrated experience in facilitating sensitive organizational interventions, supported by at least three client reference letters from recent assignments within the last five years.
• Methodology: Ability to develop and implement a structured, evidence-based facilitation approach addressing interpersonal conflict, team disengagement, and behavioral alignment.
