Objectives

The primary objective of this tender is to appoint a multidisciplinary professional service provider to undertake comprehensive building condition assessments, validate existing infrastructure data, complete FIDPM Stages 1 to 4, develop infrastructure rehabilitation plans, undertake infrastructure cost planning, and prepare an integrated technical infrastructure planning package. This is to support the Department of Health's Category B Budget Facility for Infrastructure (BFI) submission for Pelonomi Tertiary Hospital and Universitas Academic Hospital, facilitating evidence-based planning and procurement readiness for infrastructure modernization and rehabilitation.

Scope

The scope of work includes:

• Validation and verification of existing infrastructure information, drawings, and reports.
• Assessment of infrastructure information maturity and gap analysis.
• Site verification and validation of infrastructure assets at Pelonomi Tertiary Hospital and Universitas Academic Hospital.
• Conducting multidisciplinary Building Condition Assessments and specialist investigations.
• Developing infrastructure intervention strategies and rehabilitation plans based on assessment findings.
• Completing FIDPM Stages 1 (for associated buildings), 2 (partial and full), 3, and 4, including multidisciplinary engineering designs and procurement-ready documentation.
• Infrastructure cost planning, including preparation of basis of estimate and technical documentation.
• Developing an integrated technical infrastructure planning package, including CAPEX models and funding requirements.

Technical Requirements

The technical requirements encompass:

• Adherence to South African legislation, policies, standards, and professional practice requirements, including PFMA, GIAMA, FIDPM, IDMS, National Building Regulations, OHSA, and relevant SANS.
• Validation and verification of infrastructure data and technical documentation.
• Assessment of infrastructure maturity and technical gaps.
• Site verification and asset validation at designated hospitals.
• Comprehensive multidisciplinary Building Condition Assessments and specialist investigations.
• Development of intervention and rehabilitation strategies.
• Completion of FIDPM Stages 1-4 with procurement-ready technical documentation.
• Infrastructure cost planning and development of an integrated technical infrastructure package.
• Provision of evidence-based, technically robust, and procurement-ready infrastructure packages aligned with National Treasury guidelines.

Skills Requirements

The successful bidder must demonstrate:

• Extensive experience in hospital infrastructure planning, building condition assessments, and FIDPM implementation.
• Proven capability in multidisciplinary engineering design, infrastructure rehabilitation, and cost planning.
• Ability to undertake specialist technical investigations and assessments.
• Knowledge of South African legislation, standards, and procurement frameworks relevant to public sector infrastructure projects.
• Strong project management skills, including development of work plans, methodologies, and technical approaches.
• Capability to develop integrated technical infrastructure packages, CAPEX models, and funding strategies.
• Qualified and registered professionals in relevant disciplines, including architects, engineers (civil, mechanical, electrical, structural), quantity surveyors, and other specialists.
• Demonstrated experience in managing multidisciplinary teams and delivering complex healthcare infrastructure projects.
